【摘要】：明清至民國,陽武河流域以水為中心上演了一幕幕歷史活劇,建構(gòu)著水利社會的村際關(guān)系。各村之間通過共同投資、投工興修水利設(shè)施。為了實現(xiàn)水資源的合理配置,明定水程、按時分水,公選渠長,采取懲罰措施,成立水利公司。但由于沒有協(xié)調(diào)好各方利益主體的關(guān)系,水利紛爭不斷,甚至導(dǎo)致械斗和訴訟,此時民間調(diào)節(jié)與官方審判是消解糾紛的主要手段。水資源的稀缺性、公共性與恒定性導(dǎo)致村際之間既相互合作又存在糾紛。
[Abstract]:From the Ming and Qing dynasties to the Republic of China, the Yangwu River Basin staged a series of historical dramas centered on water, which constructed the inter-village relationship of water conservancy society. Each village through joint investment, investment in the construction of water conservancy facilities. In order to realize the rational allocation of water resources, the water schedule, water distribution on time, the length of canals for public selection, punishment measures were taken to set up water conservancy companies. However, due to the lack of coordination of the main interests of all parties, water disputes continue, and even lead to armed fighting and litigation. At this time, folk regulation and official trial are the main means to resolve disputes. The scarcity, publicity and constancy of water resources lead to mutual cooperation and disputes between villages.
