【摘要】：江蘇省由于其特殊的歷史形成過(guò)程,省治問(wèn)題一直是江蘇省地方官制設(shè)計(jì)當(dāng)中的困擾因素。帝制時(shí)代,特別是中央權(quán)威比較強(qiáng)的階段,江蘇省的省制、官制處于一個(gè)較穩(wěn)定的狀態(tài)。清季以降,江蘇省的統(tǒng)一問(wèn)題開(kāi)始凸顯出來(lái)。辛壬之際,寧蘇省會(huì)之爭(zhēng)漸趨激烈,同時(shí)又與南京臨時(shí)政府的成立,革命派內(nèi)部之爭(zhēng),立憲派的推動(dòng)等因素交織在一起,南京與蘇州的紳商和輿論都為爭(zhēng)取省會(huì)地位進(jìn)行了全面動(dòng)員,中間也出現(xiàn)了寧蘇輪駐等折中方案,最終由于臨時(shí)政府北遷,在以張謇為首的江蘇省議會(huì)的紳商的推動(dòng)下,江蘇省的省會(huì)最后確定在南京,蘇州則因?yàn)橹伟驳葐?wèn)題只保留了省會(huì)的部分功能。
[Abstract]:Because of its special historical forming process, provincial governance has always been a troublesome factor in the design of local government system in Jiangsu Province.In the period of monarchy, especially in the stage of strong central authority, the provincial system of Jiangsu Province and the official system were in a stable state.In the Qing Dynasty, the unification problem of Jiangsu Province began to come out.On the occasion of Xin-ren, the dispute between the capital of Ningsu and the Soviet Union became more and more intense, and at the same time it was intertwined with the establishment of the Nanjing Provisional Government, the internal struggle among the revolutionaries, the promotion of the constitutionalists, and so on.The provincial capital of Jiangsu Province was finalized in Nanjing, while Suzhou retained only some of its functions because of problems such as public order.
