【摘要】：中國(guó)傳統(tǒng)文化,尤其是儒家思想,貫穿于楊增新治新實(shí)踐的方方面面。其中在協(xié)調(diào)中央與地方關(guān)系,強(qiáng)化地方行政制度以及處理新疆內(nèi)外關(guān)系上表現(xiàn)尤為明顯。楊增新秉持傳統(tǒng)的“大一統(tǒng)”思想,堅(jiān)持“認(rèn)廟不認(rèn)神”,在維護(hù)國(guó)家統(tǒng)一的前提下,充分發(fā)揮地方的主動(dòng)性,通過(guò)理清內(nèi)部的行政隸屬關(guān)系和強(qiáng)化縣治,實(shí)現(xiàn)新疆內(nèi)部的一統(tǒng),對(duì)于維護(hù)國(guó)家領(lǐng)土和主權(quán)的完整具有重要的現(xiàn)實(shí)意義;在民生建設(shè)方面,楊氏通過(guò)“開(kāi)源節(jié)流”和改良吏治,緩和社會(huì)矛盾,以改進(jìn)民生;在對(duì)外關(guān)系上,楊氏秉持“中庸之道”,最大限度的維護(hù)國(guó)家利益,減輕外部勢(shì)力對(duì)新疆的危害,實(shí)現(xiàn)新疆境內(nèi)的“攘外”和“安內(nèi)”,保障了邊疆的穩(wěn)定與發(fā)展。總之,楊增新通過(guò)對(duì)傳統(tǒng)文化核心思想的卓越把握,維護(hù)了國(guó)家和地方的利益。
[Abstract]:Chinese traditional culture, especially Confucianism, runs through every aspect of Yang Zengxin's practice of new governance. The strengthening of the local administrative system and the handling of internal and external relations in Xinjiang are particularly evident. Yang Zengxin adhered to the traditional idea of "unifying the whole country", insisted on "recognizing temples and not admitting gods," and, on the premise of safeguarding the unity of the country, fully brought into play the local initiative. It is of great practical significance to maintain the integrity of national territory and sovereignty by clarifying the internal administrative subordination and strengthening county administration, and to realize the unification of Xinjiang. In the construction of people's livelihood, Yang has adopted "opening up sources of income and reducing expenditure" and improving the administration of officials. To ease social contradictions in order to improve the people's livelihood; in foreign relations, Yang upholds the "golden mean" principle, maximizes the protection of national interests, and mitigates the harm caused by external forces to Xinjiang. In a word, Yang Zengxin maintained the national and local interests by mastering the core thoughts of traditional culture.
