【摘要】： 近年來(lái),城市衛(wèi)生問(wèn)題成為一個(gè)研究的熱點(diǎn),備受史學(xué)界的關(guān)注。加強(qiáng)城市衛(wèi)生問(wèn)題的研究,不僅是探析近代城市發(fā)展演變的特征與脈絡(luò),而且對(duì)當(dāng)今城市衛(wèi)生的管理和建設(shè)都有重要的意義。 以往對(duì)近代城市衛(wèi)生問(wèn)題的研究多側(cè)重從政府角度去探討,而對(duì)民間組織參與城市衛(wèi)生建設(shè)較少論及。本文試從歷史社會(huì)學(xué)視角,選擇近代蘇州壅業(yè)同業(yè)公會(huì)為切入點(diǎn),來(lái)探討其在近代蘇州城市環(huán)境衛(wèi)生事業(yè)近代化進(jìn)程中的推動(dòng)作用。 本文第一章主要論述了清末民初蘇州的城市環(huán)境衛(wèi)生狀況,探討了近代蘇州壅業(yè)公所成立的原因、過(guò)程以及成立后采取的相關(guān)措施。近代蘇州壅業(yè)公所的出現(xiàn)說(shuō)明蘇州市民現(xiàn)代公共衛(wèi)生意識(shí)的覺(jué)醒,也說(shuō)明近代蘇州城市向現(xiàn)代方向的邁進(jìn)。第二章主要論述近代壅業(yè)同業(yè)公會(huì)的成立及演變。從壅業(yè)公所到壅業(yè)同業(yè)公會(huì)不僅僅是名稱的改變,其組織結(jié)構(gòu)、性質(zhì)、職能都發(fā)生了相應(yīng)的變化,逐步完成了從傳統(tǒng)行會(huì)向近代同業(yè)公會(huì)的蛻變。第三章主要論述近代蘇州壅業(yè)同業(yè)公會(huì)對(duì)近代蘇州城市環(huán)境衛(wèi)生建設(shè)的推動(dòng)作用。蘇州壅業(yè)同業(yè)公會(huì)成立后,通過(guò)宣傳政府有關(guān)政策、制定規(guī)章制度、整頓糞夫、管理公廁以及改良設(shè)備等措施積極的推動(dòng)近代蘇州城市衛(wèi)生建設(shè)體系的現(xiàn)代化轉(zhuǎn)型。。 總之,近代蘇州壅業(yè)同業(yè)公會(huì)在近代蘇州城市環(huán)境衛(wèi)生治理中發(fā)揮的功效是不容低估的。它不僅推動(dòng)了近代蘇州的城市環(huán)境衛(wèi)生建設(shè)和市政建設(shè),并且在一定程度上彌補(bǔ)了政府在城市環(huán)境衛(wèi)生治理方面的不足。但是,近代蘇州壅業(yè)同業(yè)公會(huì)作為一個(gè)民間組織,其力量畢竟有限,加之缺乏穩(wěn)定的資金來(lái)源,致使很多事宜不能付諸實(shí)施,進(jìn)而得到規(guī)范化管理。
[Abstract]:In recent years, urban health has become a hot topic of study, which has attracted the attention of historians. To strengthen the study of urban sanitation is not only to explore the characteristics and context of the development and evolution of modern cities. Moreover, it is of great significance to the management and construction of urban sanitation. In the past, the study of urban health problems in modern times focused on the government, but less on the participation of non-governmental organizations in the construction of urban health. From the perspective of historical sociology, this paper tries to select the modern Suzhou Association of Upland Industry as the starting point. To explore its role in the modernization process of urban environmental health in modern Suzhou. The first chapter of this paper mainly discusses the state of urban environmental hygiene in Suzhou in the late Qing Dynasty and the early Republic of China, and probes into the reasons for the establishment of the modern Suzhou Yuyi Public Office. The process and the relevant measures taken after its establishment. The appearance of the modern Suzhou Yuyu public office shows the awakening of the modern public health consciousness of Suzhou citizens. The second chapter mainly discusses the establishment and evolution of the modern association. From the public office to the association, it is not only the change of name, but also the structure and nature of the association. The functions have changed accordingly, The third chapter mainly discusses the role of the modern Suzhou industry association in promoting the construction of modern Suzhou urban environmental hygiene. After the establishment of the Suzhou Association of Trade and Industry, the third chapter mainly discusses the role of the association in promoting the construction of urban environmental hygiene in modern Suzhou. By publicizing the relevant government policies, formulating rules and regulations, rectifying faeces, managing public toilets and improving equipment, and so on, the modern transformation of modern urban sanitation construction system in Suzhou has been actively promoted. In a word, the function of modern Suzhou industry association in the management of urban environmental hygiene in modern Suzhou should not be underestimated. It has not only promoted the construction of urban environmental sanitation and municipal construction in modern Suzhou. And to a certain extent, it has made up for the deficiencies of the government in the management of urban environmental sanitation. However, as a non-governmental organization in modern times, the Suzhou Yuyu Trade Association, after all, is limited in its strength and lacks a stable source of funds. As a result, many things can not be put into practice, and then standardized management.
