【摘要】：近年學(xué)術(shù)界越來越重視對1937年以前上海銀行公會的研究，但對1937—1945年的上海銀行公會探討極少。本文將該時期的上海銀行公會研究分為兩個階段。但其中第一階段，即1937至1941年12月初期，該會仍沿用委員制。人事、決策體制、吸收銀行加入公會等方面發(fā)生一定變化。在戰(zhàn)時銀行制度建設(shè)方面，首先采取輔助國民政府推行抗日金融法規(guī)的策略，不斷督促會員銀行等遵循；同時，除沿用公會原修訂的公會章程、業(yè)規(guī)外，組織修訂、通過有關(guān)銀行業(yè)業(yè)務(wù)制度等。如提出安定金融的建議辦法，獲政府財政當(dāng)局批準(zhǔn)在全國頒行。接著，上海銀行公會組織會員銀行遵行《非常時期安定金融辦法》，并對執(zhí)行該辦法引起的社會各界反應(yīng)做出應(yīng)對，曾設(shè)法限制外匯供應(yīng)，組織會員行承購救國公債，為會員行證券交割提出交涉。為同業(yè)調(diào)劑資金、限制匯劃貼水、同時組織會員銀行實行國民政府頒行的第二次限制提存令，組織供應(yīng)輔幣，應(yīng)對重慶當(dāng)局的管理銀行法令；參與、輔助國民政府對日偽貨幣金融戰(zhàn)。為維護(hù)同業(yè)利益，曾就儲蓄存款準(zhǔn)備金問題、銀行業(yè)領(lǐng)券展期、公債延付本息、繳納稅款等，與有關(guān)方面進(jìn)行磋商，解除銀行業(yè)及同業(yè)組織的后顧之憂。該時期上海銀行公會對滬市及國內(nèi)抗日金融體制確立與鞏固具有相當(dāng)大的影響。 上海完全淪陷時期是指1941年12月8日太平洋戰(zhàn)爭爆發(fā)至1945年9月2日抗戰(zhàn)結(jié)束的歷史時期。在日軍進(jìn)占公共租界后，上海銀行公會即被納入日偽的金融控制之下。上海銀行公會的內(nèi)部決策體制、領(lǐng)導(dǎo)人及相關(guān)制度章程乃至該會的性質(zhì)等，實際上已發(fā)生較大變化。起初上海銀行公會與錢業(yè)公會以上海銀錢業(yè)臨時聯(lián)合委員會的名義展開活動。1943年6月，，上海銀行公會改組為上海特別市銀行業(yè)同業(yè)公會。至此，該會內(nèi)部體制有委員制改為董監(jiān)事制；同時在人事安排及機(jī)構(gòu)設(shè)置方面，做出重大調(diào)整。另外在制度建設(shè)及吸收銀行入會標(biāo)準(zhǔn)方面，與1937—1941年完全不同。與此同時，在日本駐南京及駐滬機(jī)構(gòu)的策劃下，汪偽政府逐步制訂并通過上海銀行公會推行其金融政策法規(guī)，以實施其控制該會為其服務(wù)的企圖。如先后主要實行驅(qū)逐法幣金融政策、《管理金融機(jī)關(guān)暫行辦法》、《強(qiáng)化上海特別市金融機(jī)關(guān)業(yè)務(wù)綱要》等控制上海金融業(yè)的政策、措施。上海銀行公會為維護(hù)金融業(yè)的運(yùn)作及利益，從1941年底至1945年的近四年間，多次與日偽當(dāng)局進(jìn)行磋商、交涉，銀行公會反對法幣與中儲券脫離等價的交涉活動，反對日汪金融控制的交涉、開放銀行業(yè)倉庫的磋商，呼吁明確銀行業(yè)所隸屬機(jī)關(guān)，領(lǐng)券合約清理，上海銀行公會在繳稅方面的應(yīng)對在處理銀行業(yè)甚至金融業(yè)與日偽當(dāng)局關(guān)系，以及保護(hù)華商金融機(jī)構(gòu)、維護(hù)同業(yè)利益等方面盡到自身的職責(zé)上海銀行公會在維護(hù)同業(yè)利益方面發(fā)揮重要作用。
[Abstract]:In recent years, academic circles have paid more and more attention to the research on the Bank of Shanghai before 1937, but there are few discussions on the Shanghai Banking Association from 1937 to 1945. This paper divides the study of Shanghai Bank Guild into two stages in this period. But the first stage, the beginning of 1937 to December 1941, is still used by the Committee. There are some changes in the personnel, the decision-making system, the absorption of the bank into the guild and so on. In the aspect of bank system construction in wartime, the first national government through implementation of Anti Japanese financial regulation strategy, continue to urge member banks to follow; at the same time, in addition to follow the original Guild revision of the articles of association, industry rules, organization amendments, through the relevant banking business system. Such as the stability of financial advice, financial authorities approved by the government enacted in the country. Then, the Shanghai Association of banks organization member banks do "financial measures" period of stability, the community response and cause the implementation of the measures to make a deal, was trying to limit the supply of foreign exchange, members of the organization for the salvation, as a member of the securities settlement approach. For interbank transfers of funds, transfer premium, at the same time limit member banks to implement national government enacted the second limit to deposit, supply coins, Chongqing authorities to deal with the management of the banking act; participation, the puppet national government aided monetary war. In order to maintain the interests of the same industry, we have discussed with the parties concerned about the deposit reserve requirements, the renewal of the banking certificates, the payment of principal and interest, and the payment of taxes, so as to relieve the worries of banks and interbank organizations. In this period, the Bank of Shanghai has a considerable impact on the establishment and consolidation of the Anti Japanese financial system in Shanghai and China.
