晉察冀邊區(qū)的禁煙禁毒問(wèn)題研究

【摘要】： 晉察冀邊區(qū),在抗日戰(zhàn)爭(zhēng)和解放戰(zhàn)爭(zhēng)中,是黨對(duì)敵斗爭(zhēng)的重要的根據(jù)地。為了肅清煙、戒除煙癮、穩(wěn)定邊區(qū)社會(huì)治安、順利開展邊區(qū)經(jīng)濟(jì)建設(shè),晉察冀邊區(qū)政府積極開展禁煙禁毒斗爭(zhēng)。晉察冀邊區(qū)政府制定了明確的禁煙禁毒法規(guī)條例,建立了系統(tǒng)的組織機(jī)構(gòu)打擊煙毒販運(yùn),采靈活多樣的戒煙方式破除煙癮、拯救煙民。在這場(chǎng)斗爭(zhēng)中,邊區(qū)人民群眾廣泛動(dòng)員、熱情參與,發(fā)揮了重要的作用,掀起群眾戒煙活動(dòng)的高潮。通過(guò)邊區(qū)政府與群眾的共同努力,邊區(qū)的禁煙禁毒斗爭(zhēng)取得了豐碩的成果,鞏固了根據(jù)地。在禁煙禁毒過(guò)程中,政府與群眾有效互動(dòng),政府再次印證了群眾路線的正確性;群眾看到了政府為國(guó)為民的政治風(fēng)貌。
[Abstract]:In the War of Resistance against Japan and the War of Liberation, the Shanxi-Cha-Ji Border region was an important base for the Party's struggle against the enemy. In order to eliminate smoking, quit smoking addiction, stabilize social order in border area, and carry out economic construction smoothly, the government of Jin-Cha-Ji Border region actively launched anti-smoking and anti-drug struggle. The government of Jin-Cha-Ji Border region has made clear regulations on anti-smoking and anti-drug, set up systematic organization to crack down on drug trafficking, adopt flexible and varied ways to break smoking addiction and save smokers. In this struggle, the people in the Border region mobilized extensively, enthusiastically participated, played an important role, and set off the climax of mass smoking cessation activities. Through the joint efforts of the government and the masses of the Border region, the anti-smoking and anti-drug struggle in the Border region has achieved fruitful results and consolidated the base areas. In the process of anti-smoking and anti-drug, the government and the masses interact effectively, the government proves the correctness of the mass line again, and the masses see the political style of the government for the country and the people.
