盛宣懷與清末鐵路總公司研究

【摘要】:甲午戰(zhàn)后,盛宣懷在張之洞、王文韶的支持下,擊敗攬辦盧漢鐵路的華商,獲得朝廷的同意改變既定的鐵路商辦政策,轉而成立以盛宣懷為督辦的官督商辦性質的鐵路總公司負責籌建盧漢、粵漢、滬寧等鐵路。鐵路總公司成立之后,盛宣懷在公司的經營體制、組織管理方面進行了有益的嘗試。他利用總公司招商股、籌官款、借洋債,依托總公司各部門為盧漢等鐵路購料、勘路、購地、培養(yǎng)人才、監(jiān)督工程。盛宣懷領導鐵路總公司為盧漢鐵路的建成以及其他多條鐵路的開工建設、資金籌措等做出了重要貢獻,并且?guī)恿酥袊撹F業(yè)、銀行業(yè)的發(fā)展。但是,在官力支持下建立起來的鐵路總公司始終未能擺脫官督商辦企業(yè)的管理弊端和政府的干涉。盛宣懷也因借債喪權、工程進展遲緩屢遭朝野詬病。最終,他在多重壓力之下,不得不在盧漢鐵路建成之際,只有選擇主動請裁鐵路總公司,雖然如此,他在這一時期為中國鐵路建設所作出的貢獻不應一筆抹殺。
[Abstract]:After the Sino-Japanese war, Sheng Xuanghuai, with the support of Zhang Zhidong and Wang Wenshao, defeated the Chinese businessmen who took over the Luhan railway, and obtained the consent of the court to change the established railway business policy. Instead of setting up a railway corporation with Sheng Xuanghuai as its supervisor, the company was responsible for the construction of Luhan, Yueh-Han, Shanghai-Nanjing and other railways. After the establishment of the Railway Corporation, Sheng Xuanghuai was in the business system of the company. He made a useful attempt in organizing and managing. He used his head office to recruit shares, collect funds from officials, borrow foreign debts, and rely on various departments of the head office to purchase materials, explore roads, purchase land, and train talents for Luhan and other railways. Oversaw the project. Sheng Xuanghuai led the Railway Corporation to make important contributions to the completion of the Luhan Railway and to the construction and financing of many other railways. It also led to the development of China's steel and banking industries. However, The railway corporation set up with the support of the government has never been able to get rid of the malpractice of the management of the government, the governor, the commercial enterprise, and the interference of the government. Sheng Xuanghuai was criticized repeatedly by the government and the public for borrowing and losing power, and the project was repeatedly criticized by the government and the public. In the end, he was under much pressure. When the Luhan railway was built, he had to choose to take the initiative to cut the railway company. Nevertheless, his contribution to China's railway construction during this period should not be obliterated.
