文章摘要：“一帶一路”戰(zhàn)略是當前我國構(gòu)筑全方位對外開放新局面的重要途徑，對沿線經(jīng)濟體加強合作實現(xiàn)共同發(fā)展具有重要意義。中國與“一帶一路”沿線經(jīng)濟體的互聯(lián)互通體系建設(shè)是其中的核心內(nèi)容。互聯(lián)互通是以資本運作為支柱，以基礎(chǔ)設(shè)施順暢高效聯(lián)通為基礎(chǔ)和根本，以商品、服務(wù)、信息、人力和資金流動為主要內(nèi)容的多層次、多領(lǐng)域的體系。為充分發(fā)揮資本運作的支柱作用，“一帶一路”沿線經(jīng)濟體不但要集中運營好區(qū)內(nèi)自由的資金，，還應(yīng)利用好外部資金，在資本運作層面實現(xiàn)更大范圍的互利共贏。

Abstr：The ＂One Belt and One Road＂ Initiative is an important way for China to achieve a brand-new prospect for its complete opening-up policy, and is very significant for the cooperation and development of the economies involved in the initiative. The construction of connectivity system between China and these economies is a central focus of this initiative. The connectivity system is a multilayered and multidimensional system, within which the operation of cap- ital is a strong pillar. It is based on the effective connection between different infrastructures in various countries and con- sists of the flowing of commodities, services, information, labor force and capital among the countries. In order to completely explore the pivotal role of capital operation, economies involved in this initiative should not only well operate free capital within this region, but also make good use of external funds, so that they can achieve a wider range of mutual benefits on the level of capital operation.
