【摘要】：19世紀倫敦貧民窟的大量存在映證了英國工人惡劣的居住環(huán)境。19世紀90年代之前,英國政府將其視為城市環(huán)境問題,力圖通過清理修繕的方式來解決;當時的工人住房建設主要由社會慈善組織來承擔。90年代之后,倫敦郡議會主導市政工作,實行貧民窟清理與公租房建設并舉政策,政府開始直接干預工人住房問題。
[Abstract]:The existence of a large number of London slums in the 19th century reflects the abominable living environment of British workers. Before the 1890's, the British government regarded it as an urban environmental problem and tried to solve it by means of clean-up and renovation. After the 1990s, the London County Council led the municipal work, implemented the policy of slum cleaning and public rental housing construction, and the government began to intervene directly in the workers' housing problem.
