【摘要】： 本文在扼要交代了日本社會(huì)福利發(fā)展的背景的基礎(chǔ)上,結(jié)合時(shí)代背景系統(tǒng)地論述了20世紀(jì)末(80,90年代)日本社會(huì)福利事業(yè)發(fā)展變化的過(guò)程。全文日本福利發(fā)展史上幾個(gè)特殊的歷史時(shí)期,例如:“福利元年”、“日本型福利社會(huì)”等為點(diǎn);日本戰(zhàn)后,尤其是上世紀(jì)80,90年代的社會(huì)經(jīng)濟(jì)變化為線(xiàn);以日本社會(huì)不同歷史發(fā)展階段,社會(huì)福利政策的變化為面,重點(diǎn)分析了80、90年代日本社會(huì)福利發(fā)展的狀況。并指出了:社會(huì)福利的供給主體必將多元化;福利服務(wù)更加普遍化與綜合化,機(jī)構(gòu)事物上更加地域化的未來(lái)福利發(fā)展趨勢(shì)。 另外,這一時(shí)期的日本社會(huì)福利發(fā)展有其特殊性——即日以深化的老齡化問(wèn)題成為日本社會(huì)福利發(fā)展中必須面對(duì)的最重要課題一。但為什么上個(gè)世紀(jì)的問(wèn)題,到這個(gè)世紀(jì)的今天依然是日本社會(huì)福利發(fā)展最大的困難呢?通過(guò)對(duì)當(dāng)時(shí)影響社會(huì)福利發(fā)展的社會(huì)經(jīng)濟(jì)、政府政策的分析,揭示了當(dāng)時(shí)社會(huì)福利發(fā)展的局限性,以期給我國(guó)當(dāng)下建設(shè)和諧社會(huì)的重要一環(huán)——社會(huì)福利發(fā)展以啟示。
[Abstract]:On the basis of a brief account of the background of the development of social welfare in Japan, this paper systematically discusses the process of development and change of social welfare in Japan at the end of the 20th century (1980s and 1990s) combined with the background of the times. There are several special historical periods in the history of Japan's welfare development, such as "the first year of welfare", "Japanese-type welfare society" and so on, and the social and economic changes in Japan after the war, especially in the 1980s and 1990s. Based on the changes of social welfare policy in different historical stages of Japanese society, this paper analyzes the development of social welfare in the 1980s and 1990s. It also points out that the main body of social welfare supply will be diversified, the welfare service will be more generalized and integrated, and the future welfare development trend will be more regional. In addition, the development of Japan's social welfare in this period has its particularity-the deepening of the aging problem has become the most important subject in the development of Japanese social welfare. But why did the problems of the last century still present the greatest difficulty in the development of social welfare in Japan? Through the analysis of the social economy and government policy that affected the development of social welfare at that time, the paper reveals the limitations of the development of social welfare at that time, in order to enlighten the development of social welfare, which is an important part of building a harmonious society in our country.
