中美建交以來臺(tái)灣在美游說活動(dòng)研究

【摘要】：鑒于美國對(duì)華政策直接關(guān)系到臺(tái)灣的前途命運(yùn),深諳美國政治運(yùn)作的臺(tái)灣當(dāng)局,利用臺(tái)灣所處的特殊政治、經(jīng)濟(jì)、軍事地位,特別是利用美國國內(nèi)政治多元的巨大空間,一直在謀求通過游說活動(dòng),獲得美國親臺(tái)勢力的庇護(hù),阻礙兩岸的和平統(tǒng)一進(jìn)程。臺(tái)灣在美游說活動(dòng)作為一種合法巧妙的海外公關(guān)手段,突破了傳統(tǒng)外交的限制,更注重運(yùn)用傳播技巧來支持外交目標(biāo),影響對(duì)外關(guān)系的發(fā)展方向,在傳統(tǒng)外交鞭長莫及之處發(fā)揮其作用,對(duì)臺(tái)海兩岸和中美關(guān)系產(chǎn)生了極大影響。 全文由緒論、正文、結(jié)語和參考文獻(xiàn)四部分組成,其中正文分五個(gè)章節(jié): 第一章簡要概述了中美建交前臺(tái)灣在美游說和美國政體下的游說空間。 第二章至第四章是本文的核心章節(jié),以國際形勢的變化為背景,以臺(tái)灣在美游說活動(dòng)的進(jìn)展為線索,探析不同階段游說活動(dòng)的特點(diǎn)及對(duì)兩岸三方的影響。 第五章論述了臺(tái)灣在美游說對(duì)中美關(guān)系及對(duì)世界格局的影響。從短期看在一定程度上影響了中美關(guān)系的正常發(fā)展,造成海峽兩岸關(guān)系的緊張以致倒退,增加了和平統(tǒng)一祖國的困難。從長期看中美關(guān)系歸根到底是靠共同利益推動(dòng)的,臺(tái)灣游說造成的消極影響日益縮小。 結(jié)語部分對(duì)文章進(jìn)行了總結(jié)。在特定的國際形勢下臺(tái)灣在美游說活動(dòng)雖曾多次制造中美沖突的爆炸點(diǎn),但隨著中美關(guān)系走向成熟,其所能開展活動(dòng)的空間只會(huì)越來越小。要徹底改變美國在臺(tái)灣問題上的立場和做法,還需我們自身的強(qiáng)大。 本文結(jié)合史實(shí)與理論,試圖在借鑒吸收前人研究成果的基礎(chǔ)上,更加全面地闡述臺(tái)灣在美游說活動(dòng)演變的軌跡,揭示這一活動(dòng)對(duì)兩岸三方所帶來的沖擊。
[Abstract]:In view of the fact that the United States' China policy is directly related to the future and destiny of Taiwan, the Taiwan authorities, who have a good understanding of the political operation of the United States, have taken advantage of Taiwan's special political, economic and military status, and in particular of the enormous room for political pluralism within the United States. We have been seeking to obtain the asylum of the pro-Taiwan forces through lobbying activities, hindering the process of peaceful reunification between the two sides of the strait. Taiwan's lobbying activities in the United States, as a legitimate and clever means of overseas public relations, have broken through the limitations of traditional diplomacy, paid more attention to the use of communication techniques to support diplomatic objectives, and influenced the development direction of foreign relations. Playing its role in the traditional diplomatic unreachable place has had a great influence on the two sides of the Taiwan Strait and on the relations between the two sides of the Taiwan Strait and Sino-American relations. The thesis consists of four parts: introduction, text, conclusion and reference. The text is divided into five chapters: the first chapter gives a brief overview of Taiwan's lobbying space in the United States and the United States regime before the establishment of diplomatic relations between China and the United States. The second to fourth chapters are the core chapters of this paper. With the background of the change of the international situation and the development of Taiwan's lobbying activities in the United States, this paper explores the characteristics of the lobbying activities in different stages and their influence on the three sides of the strait. Chapter five discusses the influence of Taiwan lobbying on Sino-American relations and world pattern. In the short run, it has affected the normal development of Sino-US relations to a certain extent, caused tension between the two sides of the Taiwan Strait, and made it more difficult to reunify the motherland peacefully. In the long run, Sino-US relations are driven by common interests, and the negative impact of Taiwan lobbying is shrinking day by day. The conclusion part summarizes the article. In the specific international situation, although Taiwan's lobbying activities in the United States have created the explosion point of Sino-US conflict many times, as Sino-US relations have matured, the space it can carry out will only become smaller and smaller. To completely change the position and practice of the United States on the Taiwan issue, we still need our own strength. Based on the historical facts and theories, this paper attempts to expound the evolution of Taiwan's lobbying activities in the United States on the basis of absorbing the previous research achievements and reveal the impact of this activity on the three sides of the strait.
