【摘要】： 債務(wù)問(wèn)題緣起于沙俄政府和克倫斯基政府的借債,開(kāi)始于蘇俄政府的廢除國(guó)債法令,貫穿于20世紀(jì)20、30年代,結(jié)束于二戰(zhàn)期間。它始終伴隨著蘇聯(lián)與英國(guó)、法國(guó)、美國(guó)之間關(guān)系的發(fā)展。本文以時(shí)間為序,通過(guò)介紹20世紀(jì)20、30年代蘇聯(lián)與英、法、美各國(guó)就債務(wù)問(wèn)題的交涉過(guò)程,探討債務(wù)問(wèn)題最終不了了之的原因。 全文共分為四章: 第一章主要介紹了“債務(wù)問(wèn)題”的由來(lái)。由于蘇俄政府頒布廢除國(guó)債法令,實(shí)行國(guó)有化政策,資本主義各國(guó)的利益受到了損失,由此產(chǎn)生了蘇俄與各資本主義國(guó)家間的債務(wù)問(wèn)題。 第二章主要介紹了20年代初期蘇俄與協(xié)約國(guó)各國(guó)在巴黎和會(huì)、熱那亞會(huì)議和海牙會(huì)議期間就債務(wù)問(wèn)題的初步交涉。在此期間,蘇俄與協(xié)約國(guó)進(jìn)行了廣泛的接觸。但由于各方在交涉過(guò)程中各懷鬼胎,初步交涉無(wú)果而終。 第三章主要介紹了20年代中后期,蘇聯(lián)與英、法、美三國(guó)就債務(wù)問(wèn)題進(jìn)行的分別交涉。英蘇兩國(guó)先建交再談判解決債務(wù)問(wèn)題,為別國(guó)樹(shù)立了榜樣。法蘇關(guān)系也有很大發(fā)展,雙方建交后開(kāi)始了債務(wù)問(wèn)題的談判。由于種種原因,美蘇關(guān)系未得到改善,雙方的債務(wù)問(wèn)題無(wú)從解決。 第四章主要介紹了30年代至二戰(zhàn)爆發(fā)后,蘇聯(lián)與英、法、美三國(guó)就債務(wù)問(wèn)題的交涉,交代了債務(wù)問(wèn)題的最終結(jié)果。30年代是一個(gè)國(guó)際和平環(huán)境逐漸惡化、醞釀著新的世界大戰(zhàn)的年代。美蘇建交后,雙方致力于債務(wù)問(wèn)題的解決,但隨著國(guó)際局勢(shì)的變化,債務(wù)問(wèn)題無(wú)果而終。法國(guó)跟隨英國(guó)推行綏靖政策,最終兩國(guó)陷入二戰(zhàn),再也無(wú)力解決債務(wù)問(wèn)題了。蘇聯(lián)是反法西斯戰(zhàn)爭(zhēng)的主要力量,得到英美等國(guó)的同情與支持,這也是債務(wù)問(wèn)題不了了之的原因。
[Abstract]:The debt problem originates from the borrowing of the Russian government and Chlumsky government, and the abolition of the national debt law by the Soviet government, which lasted from the 1920s to the 1930s and ended during the second World War. It has always been accompanied by the development of relations between the Soviet Union and Britain, France, and the United States. In this paper, in the order of time, by introducing the negotiation process of the Soviet Union, Britain, France and the United States on the debt problem in the 1920s and 1930s, this paper discusses the reasons why the debt problem has finally failed to come to an end. The thesis is divided into four chapters: the first chapter mainly introduces the origin of the debt problem. Because the Soviet government issued the law to abolish the national debt and implemented the policy of nationalization, the interests of the capitalist countries suffered losses, which led to the debt problem between the Soviet Union and the capitalist countries. The second chapter mainly introduces the initial negotiations on debt between Russia and the countries in Paris, Genoa and the Hague in the early 1920s. During this period, Russia made extensive contacts with the allies. However, due to the parties in the negotiation process each pregnant ghost, preliminary negotiations failed to end. The third chapter mainly introduces the Soviet Union, Britain, France and the United States in the middle and late 1920s on debt negotiations. Britain and the Soviet Union established diplomatic relations before negotiating a solution to the debt problem, setting an example for other countries. France-Soviet relations have also developed greatly, the two sides began debt negotiations after the establishment of diplomatic relations. For a variety of reasons, relations between the Soviet Union and the United States have not been improved, the debt problem between the two sides can not be resolved. The fourth chapter mainly introduces the negotiations between the Soviet Union and Britain, France and the United States on the debt problem from the 1930s to the outbreak of World War II, and explains the final result of the debt problem. The 1930s was a gradual deterioration of the international peace environment. The age of a new world war was brewing. Since the establishment of diplomatic relations between the United States and the Soviet Union, the two sides have committed themselves to the settlement of the debt problem, but with the change of the international situation, the debt problem has failed to come to an end. France followed Britain in appeasement and ended up in World War II and was no longer in a position to solve the debt problem. The Soviet Union was the main force in the anti-fascist war.
