【摘要】：在制止核擴(kuò)散問(wèn)題上,美國(guó)因采用“雙重標(biāo)準(zhǔn)”飽受詬病,而美國(guó)對(duì)以色列的核政策是其推行“雙重標(biāo)準(zhǔn)”的最佳例證。研究美國(guó)對(duì)以色列發(fā)展核武器的對(duì)策,不僅可以使我們更加深入理解美國(guó)的核政策,更好的把握美以關(guān)系的發(fā)展實(shí)質(zhì);同時(shí)由于這一問(wèn)題還涉及復(fù)雜的中東問(wèn)題,對(duì)中東和平等問(wèn)題影響巨大,因此對(duì)其進(jìn)行研究還具有重大現(xiàn)實(shí)意義。本文希望通過(guò)重新解讀美國(guó)對(duì)以色列的核政策,旨在把握美國(guó)政策制定的真正動(dòng)因,理清美國(guó)對(duì)以核政策的演變脈絡(luò),探明美國(guó)采取這些政策的具體影響。 本文遵循歷史唯物主義的基本原理,以多國(guó)檔案比較研究和多學(xué)科研究方法為基本研究手段,運(yùn)用歷史學(xué)、國(guó)際政治學(xué)、新聞學(xué)等多學(xué)科理論知識(shí),深入研究美國(guó)對(duì)以色列的核政策。 本文共分五部分: 第一部分是引言。首先對(duì)這一問(wèn)題的提出進(jìn)行說(shuō)明;其次就學(xué)術(shù)界對(duì)此問(wèn)題的研究現(xiàn)狀進(jìn)行綜述;最后對(duì)本論文的研究方法及研究意義進(jìn)行適當(dāng)說(shuō)明。 第二部分至第四部分是論文主體。第二部分論述美國(guó)對(duì)以色列發(fā)展核武器的評(píng)估,這其中既涉及美國(guó)在迪莫納核反應(yīng)堆建設(shè)初期的情報(bào)誤判,同時(shí)還詳細(xì)論述美國(guó)對(duì)以色列發(fā)展核武器的再評(píng)估;第三部分論述美國(guó)歷屆政府對(duì)以色列發(fā)展核武器的對(duì)策演變;第四部分分析美國(guó)以上政策造成的影響。 最后是結(jié)論,對(duì)本論文所涉題目做進(jìn)一步擴(kuò)展和延伸,談一下如何應(yīng)對(duì)當(dāng)今國(guó)際社會(huì)面臨的核擴(kuò)散問(wèn)題。
[Abstract]:The United States has been criticized for using "double standards" to curb nuclear proliferation, and its nuclear policy towards Israel is a prime example of its "double standards." The study of the countermeasures of the United States to Israel's development of nuclear weapons can not only make us understand the nuclear policy of the United States more deeply, but also better grasp the essence of the development of US-Israel relations. At the same time, because this problem also involves the complex Middle East problem, and has a great influence on the Middle East and other issues, it is of great practical significance to study it. This paper hopes that the nuclear policy of the United States towards Israel can be reinterpreted in order to grasp the real motivation of American policy making, to clarify the evolution of American nuclear policy towards Israel, and to find out the concrete influence of these policies. This paper follows the basic principles of historical materialism, takes the comparative study of multi-country archives and the method of multi-disciplinary research as the basic research means, and applies the knowledge of history, international political science, journalism and so on. An in-depth study of US nuclear policy towards Israel. This paper is divided into five parts: the first part is the introduction. First of all, this issue is explained; secondly, the current situation of academic research on this issue is summarized; finally, the research methods and significance of this paper are properly explained. The second part to the fourth part is the main body of the thesis. The second part discusses the United States' assessment of Israel's development of nuclear weapons, which not only involves the miscalculation of American intelligence at the initial stage of the construction of the Dimona nuclear reactor, but also discusses in detail the United States' reassessment of Israel's development of nuclear weapons. The third part discusses the evolution of American government's countermeasures to Israel's development of nuclear weapons, and the fourth part analyzes the influence of American policies above. Finally, the conclusion is drawn, which further expands and extends the topic of this paper, and discusses how to deal with the nuclear proliferation problem faced by the international community today.
