【摘要】：古巴導(dǎo)彈危機(jī)的高潮過(guò)后,蘇美古三國(guó)開(kāi)始通過(guò)談判來(lái)消除危機(jī),導(dǎo)彈危機(jī)進(jìn)入了第二個(gè)階段。蘇美代表都宣稱談判應(yīng)以危機(jī)高潮期間兩國(guó)首腦在通信中達(dá)成的"協(xié)議"為基礎(chǔ),而實(shí)際上兩國(guó)首腦在通信中只是各自闡述了雙方應(yīng)承擔(dān)的義務(wù),并沒(méi)有達(dá)成一份相互確認(rèn)的"協(xié)議",且信中對(duì)在履行這些義務(wù)時(shí)所必然會(huì)遇到的諸多細(xì)節(jié)問(wèn)題未能涉及,同時(shí)古巴方面宣稱不接受蘇美首腦在通信中所談的那些義務(wù),并提出談判應(yīng)在卡斯特羅所提五點(diǎn)要求的基礎(chǔ)上來(lái)進(jìn)行。因此,三國(guó)關(guān)于消除危機(jī)的談判進(jìn)行得異常艱難。在談判的過(guò)程中,美蘇兩國(guó)都使用了威脅和引誘的手段,同時(shí)蘇美古三國(guó)均不同程度地體諒了對(duì)方的難處和不同程度地向?qū)Ψ阶髁俗尣?最后在一系列問(wèn)題上達(dá)成了協(xié)議,并通過(guò)聯(lián)合國(guó)確認(rèn)了危機(jī)的消除。
[Abstract]:After the climax of the Cuban missile crisis, the three countries began to negotiate to eliminate the crisis, and the missile crisis entered the second stage. Representatives of the Soviet Union and the United States both claimed that the talks should be based on the "agreement" reached by the heads of state of the two countries in correspondence during the climax of the crisis. In fact, the heads of state of the two countries only stated their respective obligations in the correspondence. There was no mutually confirmed "agreement", and the letter failed to address the many details that must have been encountered in fulfilling those obligations, while Cuba declared that it did not accept the obligations that the Soviet-American leaders had mentioned in their communications, The talks should be based on Castro's five-point demands. As a result, negotiations among the three countries on the elimination of the crisis have been extremely difficult. In the course of the negotiations, both the United States and the Soviet Union used threats and inducements. At the same time, the Soviet Union, the United States and Cuba, to varying degrees of understanding of each other's difficulties and concessions to each other, finally reached agreement on a series of issues. The resolution of the crisis was confirmed through the United Nations.
