【摘要】： 隨著蘇聯(lián)的解體,中亞五國獨(dú)立的成為歐安會(huì)/歐安組織的成員國,至今已有十幾年的時(shí)間,但迄今只有少數(shù)學(xué)者對(duì)這一世界上最大的地區(qū)安全組織在中亞地區(qū)的活動(dòng)予以關(guān)注。本文主要圍繞歐安組織在中亞地區(qū)的活動(dòng)展開,論述了歐安組織在中亞地區(qū)活動(dòng)造成的影響。文章分為三個(gè)部分: 一、歐安組織的概況。簡(jiǎn)要介紹了歐安組織的歷史沿革,發(fā)展階段、組織與制度等大概情況。 二、描寫了歐安組織在中亞五個(gè)國家:哈薩克斯坦、吉爾吉斯斯坦、烏茲別克斯坦、土庫曼斯坦、塔吉克斯坦的活動(dòng),并對(duì)其作了梳理。歐安組織在中亞地區(qū)的活動(dòng)主要集中于政治—軍事領(lǐng)域,經(jīng)濟(jì)—環(huán)境領(lǐng)域,人權(quán)領(lǐng)域幾個(gè)方面。但歐安組織在中亞地區(qū)的核心政策是圍繞“人權(quán)”展開的,并且把“人權(quán)”與各個(gè)領(lǐng)域的活動(dòng)都聯(lián)系起來,使其在中亞地區(qū)的各個(gè)項(xiàng)目的實(shí)施和展開都罩上了“民主”和“人權(quán)”的美麗面紗。 三、主要概括了歐安組織在中亞地區(qū)活動(dòng)所產(chǎn)生的影響。我在文中主要從積極影響和消極影響兩個(gè)方面來論述。歐安組織作為一個(gè)區(qū)域性的國際組織,按照一般學(xué)者認(rèn)為國際組織都可以作為解決問題的一個(gè)平臺(tái)而發(fā)揮積極作用,歐安組織也不例外。雖然歐安組織確實(shí)在中亞地區(qū)實(shí)施過一些項(xiàng)目,但實(shí)際產(chǎn)生的效果并不大。而它在中亞地區(qū)的活動(dòng)產(chǎn)生的消極影響則是主要的方面,主要表現(xiàn)在“干涉”中亞地區(qū)的內(nèi)政;在當(dāng)?shù)氐幕顒?dòng)形成了“食物鏈”式的循環(huán);扮演西方國家推行“民主化”改造的工具等幾個(gè)方面。特別是歐安組織利用“選舉”,在這一地區(qū)的“顏色革命”中扮演著推波助瀾的角色,對(duì)當(dāng)?shù)卣值姆�(wěn)定產(chǎn)生了很大的影響。
[Abstract]:With the disintegration of the Soviet Union, the five Central Asian States have become independent members of CSCE / OSCE for more than a decade. But so far only a handful of scholars have focused on the activities of the world's largest regional security organization in Central Asia. This paper focuses on the activities of OSCE in Central Asia and discusses the impact of OSCE activities in Central Asia. The article is divided into three parts: first, the general situation of OSCE. This paper briefly introduces the history, development stage, organization and system of OSCE. Secondly, it describes and combs the activities of OSCE in five Central Asian countries: Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan. OSCE activities in Central Asia mainly focus on the political-military field, the economic-environmental field, and several aspects of the human rights field. But the core policy of OSCE in Central Asia revolves around "human rights" and links "human rights" to activities in all fields. The implementation and development of its projects in Central Asia are covered with the beautiful veil of democracy and human rights. Thirdly, it summarizes the influence of OSCE activities in Central Asia. In this paper, I mainly from the positive impact and negative impact to discuss two aspects. OSCE as a regional international organization, according to the general scholars believe that international organizations can play an active role as a platform for solving problems, OSCE is no exception. Although OSCE has implemented some projects in Central Asia, the results have not been significant. The negative effects of its activities in Central Asia are mainly reflected in "interference" in the internal affairs of Central Asia, and in the local activities forming a "food chain" cycle. The role of Western countries in the implementation of the "democratization" reform tools and other aspects. OSCE, in particular, played a role in the "color revolution" in the region, which had a great impact on the stability of the local political situation.
