【摘要】： 1978年美國文官制度改革是在諸多因素共同作用下完成的,是客觀現(xiàn)實(shí)發(fā)展的要求,改革的目的旨在革除弊端,提高政府效率,重新樹立政府威望,進(jìn)一步鞏固和加強(qiáng)資產(chǎn)階級的統(tǒng)治地位,是美國政治史上一次較大的資產(chǎn)階級政治改革。經(jīng)過改革者們的精心設(shè)計(jì),改革方案具有許多值得借鑒之處,對我國公選制度改革發(fā)展完善提供了重要的借鑒素材。 論文由四個(gè)部分組成: 第一章集中介紹了卡特生平及其改革背景。用歷史的眼光,全方位、多角度地闡述了1978年卡特文官制度改革的歷史必然性。這次改革符合歷史規(guī)律,順應(yīng)時(shí)代潮流,是美國文官制度發(fā)展演變的必然產(chǎn)物。 第二章就改革的準(zhǔn)備過程、內(nèi)容進(jìn)行了較詳細(xì)的闡述,并對此次改革予以科學(xué)評價(jià)。卡特文官制度改革過程、內(nèi)容有一定的“中間性”,這與他的中間道路政策有著必然的聯(lián)系,卡特的中間道路政策是由美國國家壟斷資本主義發(fā)展規(guī)律決定的,為美國壟斷資本主義的改弦更張?zhí)峁┝私?jīng)驗(yàn)教訓(xùn),加速了新保守主義改革的興起。從制度的層面、辨證的角度客觀分析評價(jià)卡特文官制度對美國公務(wù)員制度發(fā)展完善將起到重要推動(dòng)作用,并成為寶貴經(jīng)驗(yàn)借鑒至今。 第三章重點(diǎn)介紹了我國公選制度在借鑒1978年卡特文官制度改革成果的基礎(chǔ)上,取其精華,融為我用。通過對比可以發(fā)現(xiàn),該制度在諸多方面對我國公選制度的科學(xué)化、規(guī)范化、制度化提供了許多理念上、實(shí)踐上的啟示。 第四章是結(jié)語部分,著重闡述了在借鑒美國文官制度改革經(jīng)驗(yàn)的同時(shí),我們要充分立足中國國情,對其進(jìn)行嚴(yán)謹(jǐn)?shù)目茖W(xué)分析,不能簡單地照搬照抄。要全面考慮到我國獨(dú)特的國情和有中國特色的各項(xiàng)政治經(jīng)濟(jì)制度,大力推進(jìn)我國公選制度建設(shè),真正建立起一支德才兼?zhèn)洹⒘疂嵏咝У恼位顒?dòng)家和行政管理家隊(duì)伍。
[Abstract]:In 1978, the reform of American civil service system was completed under the joint effect of many factors. It was the requirement of objective reality. The purpose of the reform was to remove the malpractice, improve the government's efficiency, reestablish the prestige of the government, and further consolidate and strengthen the ruling status of the bourgeoisie. It is a big bourgeois political reform in the political history of the United States. The careful design and reform plan of reformers have much to learn from, and provide important reference materials for the reform and development of China's public elective system.
The paper consists of four parts:
The first chapter focuses on the introduction of Carter's life and its background of reform. The historical inevitability of the reform of the civil service system of Carter in 1978 is expounded with a historical perspective. This reform conforms to the law of history, conforms to the trend of the times and is the inevitable product of the development and evolution of the civil service system in the United States.
The second chapter makes a detailed exposition of the preparation process of the reform and the scientific evaluation of the reform. The reform process of Carter's civil service system has a certain "intermediate", which has an inevitable connection with his middle road policy, and Carter's middle road policy is the law of the development of the state monopoly capitalism in the United States. The decision has provided experience and lessons for American monopoly capitalism, and accelerated the rise of the reform of new conservatism. From the institutional level, the objective analysis and evaluation of Carter civil service system will play an important role in the development and perfection of the American civil service system, and become valuable experience for reference to the present.
The third chapter focuses on the introduction of the system of public election in China on the basis of the achievements of the reform of Carter's civil service system in 1978, taking its essence and blending it into my use. Through comparison, it can be found that the system has provided many ideas and practical enlightenment to the scientific, standardized and institutionalized system of our country's public choice.
The fourth chapter is the concluding part, focusing on the experience of the reform of the civil service system in the United States, while we should fully base on the national conditions of China and carry out a rigorous scientific analysis of it, and can not simply copy it. We should take into account our country's unique national conditions and various political and economic systems with Chinese characteristics, and vigorously promote the public system of our country. We must build up a team of political activists and administrators who have integrity, integrity and efficiency.
