【摘要】： 本文著重論述了委內(nèi)瑞拉1958至1998年民主政治的缺陷,試圖通過(guò)這一論述解析今天委內(nèi)瑞拉查韋斯政治現(xiàn)象的緣起。自1958年委內(nèi)瑞拉建立起資本主義代議制民主,該國(guó)的民主政治先后經(jīng)歷了調(diào)和期、穩(wěn)定期和動(dòng)蕩期。對(duì)各個(gè)時(shí)期委內(nèi)瑞拉民主政治進(jìn)程的回顧,可以發(fā)現(xiàn)委內(nèi)瑞拉的民主政治存著巨大的缺陷:兩大核心政黨內(nèi)部圍繞總統(tǒng)候選人提名問(wèn)題常常斗爭(zhēng)不斷;缺乏民眾參與的精英政治使得立法和政策的主導(dǎo)權(quán)掌握在少數(shù)政黨領(lǐng)導(dǎo)人的手中;最后對(duì)石油的嚴(yán)重依賴(lài)造成了該國(guó)經(jīng)濟(jì)嚴(yán)重的不穩(wěn)定性。這些缺陷導(dǎo)致了嚴(yán)重的后果,面對(duì)經(jīng)濟(jì)危機(jī),政府的無(wú)能與腐敗使得社會(huì)矛盾重重,傳統(tǒng)的兩黨政治喪失了威信。最終人們開(kāi)始希望出現(xiàn)一個(gè)脫離兩黨政治背景的領(lǐng)導(dǎo)人,實(shí)行切實(shí)有效的改革。
[Abstract]:This paper focuses on the defects of Venezuelan democratic politics from 1958 to 1998, and attempts to analyze the origin of the political phenomenon of Venezuelan Ch 謾 vez today. Since the establishment of representative capitalist democracy in Venezuela in 1958, democracy in Venezuela has experienced a period of reconciliation, stability and turbulence. Reviewing the democratic political process of Venezuela in various periods, we can find that there are great defects in the democracy of Venezuela: the two core political parties often struggle for the nomination of presidential candidates; The lack of popular participation in elite politics has left the control of legislation and policy in the hands of a few party leaders; and, in the end, heavy dependence on oil has created serious economic instability in the country. These flaws have serious consequences. In the face of the economic crisis, government incompetence and corruption have left society in conflict, and traditional bipartisan politics has lost credibility. In the end, people began to hope for a bipartisan leader with effective reforms.
