【摘要】： 印度是當(dāng)今亞洲的大國,也是具有成為世界大國潛力的國家。在印度獨(dú)立后的半個(gè)多世紀(jì)以及新中國成立后的50多年來,兩國在經(jīng)濟(jì)建設(shè)和推動(dòng)社會進(jìn)步方面都取得了巨大的成就,綜合國力獲得顯著提高。印度是中國的重要鄰國,在建國初期公營部門曾為國家的發(fā)展做出重要貢獻(xiàn),與中國有著較強(qiáng)的相似性和可比性。本文試圖通過對印度公營部門發(fā)展原因的分析,對印度經(jīng)濟(jì)發(fā)展作初步探究,以總結(jié)經(jīng)驗(yàn),吸取教訓(xùn)。 本文第一部分概述了獨(dú)立初印度公營部門發(fā)展的歷史條件,包括印度獨(dú)立初國內(nèi)情況和國際環(huán)境。國內(nèi)環(huán)境闡述了獨(dú)立前印度的國內(nèi)環(huán)境概況,國大黨民主政體的選擇為公營部門的發(fā)展提供了政治條件,尼赫魯思想的發(fā)展為印度公營部門的發(fā)展提供了理論條件,以及中間道路和混合經(jīng)濟(jì)體制的內(nèi)涵。第二部分從實(shí)現(xiàn)國家目標(biāo)、促進(jìn)經(jīng)濟(jì)增長的需求,優(yōu)先發(fā)展重工業(yè)和基礎(chǔ)工業(yè),進(jìn)口替代戰(zhàn)略的要求三個(gè)方面,對印度工業(yè)化構(gòu)想對公營部門發(fā)展的推進(jìn)進(jìn)行了分析。第三部分從公營部門確立時(shí)期、公營部門迅速發(fā)展時(shí)期、公營部門成熟時(shí)期三個(gè)時(shí)期論述了政府對公營部門發(fā)展的政策扶持。第四部分著重闡述了公營部門發(fā)展的社會動(dòng)力。闡述了社會公平總目標(biāo)的內(nèi)涵和地區(qū)發(fā)展不平衡和貧富差距概況,從促進(jìn)向落后地區(qū)投資的措施分析了公營部門發(fā)展的原因。
[Abstract]:India is a big country in Asia , and is a country with the potential of the world powers . More than half a century after India ' s independence and more than 50 years since the founding of New China , both countries have made great achievements in economic construction and social progress . India is an important neighbour of China , and has strong similarities and comparability with China . In this paper , we try to make a preliminary inquiry into India ' s economic development through an analysis of the reasons for the development of the public sector in India .



The first part of this paper gives an overview of the historical conditions of the development of the public sector in India , including the domestic situation and the international environment at the beginning of the independence of India . The domestic environment describes the domestic situation of the independent former India , the choice of the democratic government of the State party provides political conditions for the development of the public sector , and the third part focuses on the social impetus of the development of the public sector .
