【摘要】：1969年EC-121事件前后,美韓同盟內(nèi)部看似密切協(xié)調(diào),實(shí)則相互猜忌。從韓國(guó)的角度講,該事件的發(fā)生進(jìn)一步加深了樸正熙政府對(duì)美國(guó)"保護(hù)傘"的懷疑,將美韓同盟帶入一場(chǎng)新的信任危機(jī),進(jìn)而促使?jié)h城主動(dòng)尋求與平壤緩和關(guān)系并努力實(shí)現(xiàn)國(guó)防自立。就美國(guó)而言,EC-121偵察機(jī)被擊落致使本應(yīng)提上議事日程的削減駐韓美軍問(wèn)題被迫擱置,直至半年后尼克松才正式做出該決定。美國(guó)和韓國(guó)之所以長(zhǎng)時(shí)間難以建立穩(wěn)定的互信關(guān)系,主要原因在于雙方認(rèn)識(shí)和處理朝鮮半島問(wèn)題的方式存在巨大差異。該個(gè)案還表明,冷戰(zhàn)時(shí)期共同的敵人完全可能使實(shí)力相差懸殊的兩個(gè)國(guó)家(或地區(qū))走到一起,但卻未必能夠讓二者形成共同的戰(zhàn)略意識(shí)和判斷。
[Abstract]:Before and after EC-121 in 1969, the United States and South Korea alliance seems to be closely coordinated, in fact, mutual suspicion. From the perspective of South Korea, the incident has further deepened the suspicion of Park Chung-hee 's government about the "umbrella" of the United States, and brought the US-ROK alliance into a new crisis of trust. In turn, Seoul actively sought to ease relations with Pyongyang and strive to achieve national defense independence. In the case of the United States, the downing of an EC-121 surveillance plane forced the issue of reductions in the number of troops in South Korea that should have been on the agenda to be shelved until six months later, when Nixon formally made the decision. The main reason why it is difficult for the United States and South Korea to establish a stable relationship of mutual trust for a long time is that there are huge differences in the way the two sides understand and deal with the Korean Peninsula issue. The case also shows that the common enemies of the Cold War period may bring two countries (or regions) with great differences of power together, but they may not be able to form a common sense of strategy and judgment.
