【摘要】： 胡錦濤在黨的十七大報(bào)告中明確提出“尊重黨員主體地位,保障黨員民主權(quán)利”。只有保障黨員民主權(quán)利,才能充分調(diào)動(dòng)黨員的積極性、主動(dòng)性和創(chuàng)造性,從而進(jìn)一步提高黨的執(zhí)政能力。蘇聯(lián)共產(chǎn)黨在列寧的領(lǐng)導(dǎo)下,對保障黨員民主權(quán)利進(jìn)行了有益的探索,有著重要的理論貢獻(xiàn)和實(shí)踐成果。但在后期,蘇共黨員民主權(quán)利逐步喪失,這是導(dǎo)致蘇共垮臺(tái)的一個(gè)重要原因。了解和分析蘇聯(lián)共產(chǎn)黨黨員民主權(quán)利發(fā)展與喪失的過程和原因,為加強(qiáng)中國共產(chǎn)黨的建設(shè)提供了借鑒。 文章依據(jù)馬克思主義黨內(nèi)民主和保障黨員民主權(quán)利的理論,在繼承和吸收許多專家和學(xué)者對蘇共亡黨的經(jīng)驗(yàn)教訓(xùn)總結(jié)的基礎(chǔ)上,運(yùn)用馬克思主義的立場、觀點(diǎn)和方法研究了蘇聯(lián)共產(chǎn)黨保障黨員民主權(quán)利的貢獻(xiàn)和失誤,分析了蘇聯(lián)共產(chǎn)黨黨員民主權(quán)利喪失的原因,為中國共產(chǎn)黨提供了有益的借鑒。文章主要分為三個(gè)部分,具體內(nèi)容如下: 第一部分:蘇聯(lián)共產(chǎn)黨黨員民主權(quán)利的發(fā)展與喪失過程。主要包括蘇聯(lián)共產(chǎn)黨對蘇共黨員民主權(quán)利發(fā)展所做的貢獻(xiàn),斯大林后期及其繼任者對蘇共黨員民主權(quán)利的破壞。 第二部分:蘇共黨員民主權(quán)利喪失的原因分析。主要從黨員民主權(quán)利的意識(shí)淡化、民主集中制原則的破壞和保障黨員民主權(quán)利制度的破壞三方面進(jìn)行分析。 第三部分:蘇共黨員民主權(quán)利喪失的教訓(xùn)和警示。主要論述了中國共產(chǎn)黨應(yīng)該汲取蘇共亡黨的教訓(xùn),必須充分認(rèn)識(shí)保障黨員民主權(quán)利的重要性;必須尊重黨員主體地位、樹立民主權(quán)利意識(shí);要加強(qiáng)制度建設(shè)、保障黨員的民主權(quán)利。
[Abstract]:In the report of the 17th National Congress of the Communist Party of China (CPC), Hu Jintao clearly put forward "respecting the status of the Party members as the main body and safeguarding the democratic rights of the Party members. Only by guaranteeing the democratic rights of the Party members can we fully arouse the enthusiasm, initiative and creativity of the Party members and further improve the Party's ruling ability. Under the leadership of Lenin, the Communist Party of the Soviet Union has made a beneficial exploration to guarantee the democratic rights of party members, and has made important theoretical contributions and practical achievements. However, in the late period, the democratic rights of the Communist Party of Soviet Party members gradually lost, which led to the collapse of the Soviet Communist Party. Understanding and analyzing the process and reason of the development and loss of the democratic rights of the members of the Communist Party of Soviet Union provides a reference for strengthening the construction of the Communist Party of China. Based on the Marxist theory of inner-party democracy and the guarantee of democratic rights of party members, and on the basis of inheriting and absorbing the experiences and lessons of many experts and scholars on the demise of the Communist Party of Soviet Union, the article applies the position of Marxism. This paper studies the contribution and mistakes of the Communist Party of the Soviet Union in guaranteeing the democratic rights of the members of the Communist Party of the Soviet Union, analyzes the reasons for the loss of the democratic rights of the members of the Communist Party of the Soviet Union, and provides a useful reference for the CPC. The article is mainly divided into three parts, the specific contents are as follows: The first part: the development and loss of the democratic rights of the members of the Communist Party of the Soviet Union. It mainly includes the Soviet Communist Party's contribution to the development of Soviet Party members' democratic rights, and the destruction of Soviet Communist Party members' democratic rights by Stalin's late period and his successors. The second part: the reason analysis of the loss of the democratic right of the Communist Party of Soviet Party member. This paper mainly analyzes from three aspects: the desalination of democratic rights of party members, the destruction of democratic centralism principle and the destruction of safeguarding party members' democratic rights system. The third part: the lesson and warning of the loss of the democratic rights of the members of the Communist Party of Soviet Union. This paper mainly discusses that the Communist Party of China should learn from the lessons of the collapse of the Communist Party of the Soviet Union, must fully understand the importance of safeguarding the democratic rights of party members, must respect the status of the party members as the main body, establish the consciousness of democratic rights, and strengthen the construction of the system.
