【摘要】： 1924年移民法創(chuàng)立了永久限額制度,從對“個體”移民的挑選轉(zhuǎn)變?yōu)閷Α叭后w”的挑選。1924年移民法創(chuàng)立的“簽證制度”和“雙重檢查制度”不但嚴(yán)格控制移民的數(shù)量,還使美國可以挑選移民的“質(zhì)量”。該法規(guī)定各國移民美國的人數(shù)不得超過1890年人口普查時該國僑居美國人數(shù)的2%,每年移入美國的人數(shù)從1921年移民法規(guī)定的358,000人降至164,000人,最終把人數(shù)削減到154,000人。1924年移民法將西北歐族群的限額分配比例削減了29%,而且將東南歐族群限額分配比例大大削減了87%。此外,1924年移民法對亞裔和美洲西裔有深遠影響。亞洲人被認(rèn)為是“不合格取得公民權(quán)”的人而全部排除在美國之外。對西半球國家雖然則沒有實施限制政策,但是“邊境巡邏制度”和“驅(qū)逐制度”都變相限制美洲西裔移民。 全文由前言、正文和結(jié)語三大部分組成。 前言論述了選擇研究1924年移民法原因和意義,分析了國內(nèi)外研究現(xiàn)狀。 正文共分四章: 第一章回顧美國1924年移民法頒布前的移民政策大背景。通過探討1880年前后移民來源的變化,說明1924年移民法嚴(yán)格限制和挑選移民的原因。 第二章闡述1924年移民法出臺的過程。分析國會中的爭論、1924年移民法中民族來源條款的制訂、社會大眾的反應(yīng)。 第三章解析評價1924年移民法,通過對限額制度的探討,說明1924年移民法實施的利弊。 第四1924年移民法對亞裔移民和美洲西裔移民的影響,重點分析1924年移民法下的日本移民和墨西哥移民的處境。 結(jié)語在前言和正文的基礎(chǔ)上,進一步論述美國1924年移民法確立的限額體制對東南歐群體、亞洲群體、美洲西裔群體的影響。
[Abstract]:The Immigration Act of 1924 created a permanent quota system, from the selection of "individual" immigrants to the selection of "groups". The "visa system" and "double censorship" created by the Immigration Act of 1924 not only strictly controlled the number of immigrants, It also allows the United States to select the "quality" of immigrants. The Act stipulates that the number of immigrants to the United States should not exceed 2 per cent of the number of immigrants to the United States at the time of the 1890 census, and that the number of immigrants to the United States per year fell from 358000 under the Immigration Act of 1921 to 164000 per year. The immigration law of 1924 cut the quota ratio between the Western and Northern European communities by 29 percent and the South-Eastern Europe by 87 percent. In addition, the 1924 Immigration Act had a profound impact on Asians and Hispanics. Asians are considered unqualified citizens and excluded from the United States. Although there are no restrictions on countries in the Western Hemisphere, both the Border Patrol system and the expulsion system are disguised as restricting Hispanic immigrants in the Americas. The full text consists of three parts: preface, text and conclusion. The preface discusses the reasons and significance of the study of immigration law in 1924, and analyzes the present research situation at home and abroad. The text is divided into four chapters: The first chapter reviews the background of the immigration policy before the enactment of the 1924 Immigration Act in the United States. By discussing the changes of immigration sources before and after 1880, the reasons for the strict restriction and selection of immigrants by the Immigration Act of 1924 are explained. The second chapter expounds the process of the enactment of immigration law in 1924. Analysis of the debate in Congress, the enactment of the ethnic origin clause in the Immigration Act of 1924, and the reaction of the public. The third chapter analyzes and evaluates the immigration law of 1924, and explains the advantages and disadvantages of the implementation of the immigration law of 1924 through the discussion of the quota system. Fourth, the impact of the 1924 Immigration Act on Asian immigrants and Hispanic immigrants, focusing on the situation of Japanese and Mexican immigrants under the 1924 Immigration Act. On the basis of the preface and the text, the conclusion further discusses the influence of the quota system established by the American Immigration Act of 1924 on the groups of Southeast Europe, Asia and Hispanics.
