【摘要】： 核武器在美蘇全球戰(zhàn)略對(duì)抗的刺激下,迅猛發(fā)展。面對(duì)日益激烈的軍備競(jìng)賽,第一屆艾森豪威爾政府對(duì)軍備控制政策進(jìn)行了探索,內(nèi)容包括和平利用原子能、禁止核試驗(yàn)、開(kāi)放天空等方面。本文試圖使用NSC(國(guó)家安全委員會(huì))和FRUS(美國(guó)對(duì)外關(guān)系)兩個(gè)國(guó)家解密檔案系統(tǒng)文件,運(yùn)用歷史比較和政策決策的方法,對(duì)第一屆艾森豪威爾政府軍備控制政策背景及內(nèi)容加以探討,并對(duì)影響軍備控制政策的因素加以分析。最后敘述,盡管第一屆艾森豪威爾政府軍備控制政策取得的進(jìn)展微乎其微,但是對(duì)第二屆艾森豪威爾政府及其后的各界政府,在軍備控制政策問(wèn)題上都有可借鑒之處。
[Abstract]:Nuclear weapons are rapidly developing under the stimulus of the US and Soviet strategic global confrontation. In the face of an increasingly fierce arms race, the first Eisenhower administration explored the policy of arms control, including the peaceful use of atomic energy, the prohibition of nuclear testing, the opening of skies, and so on. This paper attempts to use the National Security Council (NSC) and the United States Foreign Relations (FRUS) to decrypt archival system files, and use the methods of historical comparison and policy decision. The background and content of the first Eisenhower Administration's arms control policy are discussed, and the factors influencing the arms control policy are analyzed. Finally, although the first Eisenhower Administration has made little progress in arms control policy, it can be used for reference in the arms control policy of the second Eisenhower Administration and the subsequent governments of all walks of life.
