【摘要】：正二戰(zhàn)后的英國由于經(jīng)歷了1930年代的全球性經(jīng)濟危機和兩次世界大戰(zhàn)的沖擊,因此基本處于癱瘓狀態(tài),物資匱乏,經(jīng)濟停滯,失業(yè)率飆升,人民生活困苦不堪。而自17世紀以來英國所形成的社會福利體系也瀕臨瓦解,深陷失業(yè)和貧困泥潭的英國人民對社會政策改革的呼聲非常強烈。1945年工黨在大選中取得勝利。為實現(xiàn)自己的政治抱負,艾德禮政府提出要以《貝弗里奇報告》為藍圖,"戰(zhàn)后共識"為基準,建立面向全體英國國民的從"搖籃到墳墓"式的社會
[Abstract]:After World War II, Britain experienced the global economic crisis of 1930s and the impact of two world wars, so it is basically paralyzed, material shortage, economic stagnation, unemployment soaring, people living in misery. The social welfare system formed in Britain since the 17th century is on the verge of collapse, and the voices of the British people who are mired in unemployment and poverty are very strong for social policy reform. In 1945, the Labour Party won the general election. In order to realize its own political aspirations, the Attlee Administration proposed to build a "cradle to grave" society for all British people based on the "Beverage report" as the blueprint and the "postwar consensus" as the benchmark.
