【摘要】：冷戰(zhàn)時期,美國和蘇聯(lián)在世界各地展開了激烈的爭奪,東南亞也成為兩國交鋒的重要陣地之一。東南亞地處太平洋和印度洋之間,具有重要的地緣政治意義,是美國在亞洲阻止共產(chǎn)主義南下的重要戰(zhàn)略地區(qū)。為確保美國在亞洲盟友的安全及其全球利益,美國不惜在此地區(qū)投入大量的人力、物力和財力,尤其是在印度支那,美國甚至卷入了長達20多年的戰(zhàn)爭。受“多米諾骨牌理論”的影響,美國認為印度支那一旦落入共產(chǎn)黨治下,共產(chǎn)主義運動將不可避免地擴展到其他東南亞國家,因此在冷戰(zhàn)中很長一段時間內(nèi),印度支那政策都是美國亞洲政策的核心。越南事務毫無疑問是美國印支政策的核心,作為越南的側翼國家,老撾的地緣政治重要性日益凸顯——如果美國能影響甚至控制老撾,將老撾變成其盟友泰國和共產(chǎn)主義中國、北越之間的緩沖國,將極大地促進遏制戰(zhàn)略在亞洲的實施。因此,對老撾政策在美國對外政策中的地位逐步上升,老撾這個不起眼的彈丸小國也逐漸被卷入復雜多變的國際政治斗爭中來。 約翰遜政府時期美國對老撾政策在美國對老撾政策的整體進程中起到了承前啟后的重要作用。在約翰遜政府時期,美國深刻地卷入到老撾事務中來,美國對老撾政策中表現(xiàn)出來的冷戰(zhàn)色彩愈發(fā)明顯,對老撾政策逐漸成為美國冷戰(zhàn)政策的重要組成部分。本文旨在對約翰遜政府時期美國對老撾政策進行系統(tǒng)梳理和研究,以此為切入點更深入地理解美國的冷戰(zhàn)政策。 本文正文分為四章： 第一章。主要討論了美國對老撾政策的起源。在杜魯門政府時期,出于冷戰(zhàn)的需要,美國的印度支那政策初見端倪,老撾由于其地緣政治重要性也開始進入到美國的對外政策視野。在艾森豪威爾政府時期,美國開始卷入老撾事務,主要表現(xiàn)為干涉老撾國內(nèi)政局的發(fā)展,試圖將老撾變?yōu)榉垂驳闹匾嚨亍Ｔ诳夏岬险畷r期,美國試圖在老撾實現(xiàn)“中立化”,通過扶持富馬政府將老撾變?yōu)闁|南亞地區(qū)的“緩沖國”。 第二、三章。對約翰遜政府時期美國對老撾政策進行了綜述。在政治上,美國對富馬政府給予了堅定的支持,不斷打壓右派政治勢力,鞏固富馬的政治地位,力求保持老撾政局的穩(wěn)定,同時試圖通過外交努力挽救日內(nèi)瓦協(xié)定,將老撾變成一個“中立的”親美“緩沖國”。在軍事上,美國為打擊巴特寮和在老撾的越盟軍隊,行動不斷升級,前期主要以攝影偵察為主,后來逐漸發(fā)展為直接對敵軍進行空襲和轟炸。約翰遜政府末期曾就美國對老政策進行過重新評估,但最終并未作出大的調(diào)整,美國在老撾事務中越陷越深。 第四章。本章為全文的結論部分,從政策對象、決策層、影響決策的外部因素、軍事預期及策略等方面對約翰遜政府時期美國對老撾政策失敗的原因進行分析。
[Abstract]:During the Cold War, the United States and the Soviet Union fought fiercely all over the world, and Southeast Asia became one of the important positions of the two countries.Southeast Asia is located between the Pacific Ocean and Indian Ocean, which has important geopolitical significance and is an important strategic region for the United States to prevent communism from going south in Asia.To ensure the security and global interests of its allies in Asia, the United States has invested a great deal of human, material and financial resources in the region, especially at Indochina, which has even been involved in a war of more than 20 years.Influenced by the "domino theory," the United States believes that once Indochina falls under Communist rule, the communist movement will inevitably spread to other Southeast Asian countries, and thus for a long time during the cold war.Indochina policy is the core of American Asian policy.Vietnam is undoubtedly at the heart of American Indochina policy, and as Vietnam's flanking country, Laos's geopolitical importance is growing-if the United States can influence or even control Laos, turning Laos into its allies, Thailand and communist China,The buffer countries between North Vietnam and Vietnam will greatly facilitate the implementation of containment strategy in Asia.Therefore, the position of Laos policy in the foreign policy of the United States has gradually increased, and Laos, a small country with a small projectile, has gradually been involved in the complicated and changeable international political struggle.The American policy towards Laos played an important role in the whole process of American policy toward Laos during the Johnson Administration.During the period of Johnson administration, the United States was deeply involved in Lao affairs, the cold war color of American policy towards Laos became more and more obvious, and the policy towards Laos gradually became an important part of American cold war policy.The purpose of this paper is to make a systematic analysis and study of the American policy towards Laos during the Johnson Administration, so as to better understand the Cold War policy of the United States.The text of this paper is divided into four chapters:Chapter I.This paper mainly discusses the origin of American policy toward Laos.During the Truman administration, the Indochina policy of the United States began to emerge due to the need of the Cold War, and Laos began to enter the perspective of American foreign policy because of its geopolitical importance.During the Eisenhower administration, the United States began to get involved in Lao affairs, mainly by interfering in the development of the internal political situation of Laos and trying to turn Laos into an important anti-communist position.During the Kennedy administration, the United States tried to "neutralize" Laos and turn Laos into a buffer state in Southeast Asia by supporting the Fuma government.The second and third chapters.This paper summarizes the policy of the United States toward Laos during the Johnson Administration.Politically, the United States has given firm support to the Fuma government, constantly suppressing the political forces of the right, consolidating Fuma's political status, striving to maintain political stability in Laos, and at the same time trying to save the Geneva Agreement through diplomatic efforts.Turning Laos into a "neutral, pro-American" buffer.Militarily, the United States continued to escalate its operations in order to strike Bart'liao and the Vietnamese Union troops in Laos. In the early stage, it mainly focused on photography and reconnaissance, and later gradually developed into direct air strikes and bombing against the enemy.At the end of the Johnson administration, the United States reassessed its old policy, but in the end it did not make a major adjustment, and the United States got deeper and deeper in Lao affairs.Chapter IVThis chapter is the conclusion part of the full text, from the policy object, the decision-making level, the influence decision-making external factor, the military expectation and the strategy and so on aspect carries on the analysis to the Johnson administration American policy to Laos the failure reason.
