【摘要】：伊藤博文作為藩閥政治家中開明勢力的代表人物,經(jīng)歷與議會中民黨的妥協(xié)和多次對抗,依據(jù)其與政黨之間的勢力對比和變化了的形勢,作出順應時勢的判斷,實現(xiàn)了其政黨觀的轉變。可以說,政黨觀的變化促使伊藤作出相應的決策,同時又進一步促進了其政黨實踐;另一方面,政黨實踐的發(fā)展又加速了其政黨觀的轉變。正是由于這兩者之間的相互促進,使伊藤從憲法頒布之初的堅持"超然主義"、拒絕和懷疑政黨,到甲午戰(zhàn)后與民黨合作、修正"超然主義"理念、接受和承認政黨,進而發(fā)展到推薦成立憲政黨內(nèi)閣,再到最終徹底放棄"超然主義"理念,建立政友會,并組建政友會內(nèi)閣,溝通了藩閥與政黨,實現(xiàn)了自身由藩閥政治家向政黨政治家的身份轉換。伊藤政黨觀的演變及政黨實踐的變遷,推動了近代日本由藩閥政治向政黨政治的轉變,為近代日本政黨政治的形成和發(fā)展奠定了基礎。
[Abstract]:Ito Po-wen, as a representative figure of enlightened forces among the vassal statesmen, has experienced compromise and repeated confrontations with the Democratic Party in Parliament, and according to the situation of power contrast and change between him and the political party, he has made a judgment to conform to the current situation.Realized its political party view transformation.It can be said that the change of the concept of political party urges Ito to make the corresponding decision and at the same time further promote the practice of political party; on the other hand, the development of the practice of political party accelerates the transformation of the concept of political party.It is precisely because of the mutual promotion between the two that Ito began to insist on "transcendence" at the beginning of the promulgation of the Constitution, rejected and doubted political parties, to cooperate with the people's Party after the Sino-Japanese war, to revise the concept of "transcendence", and to accept and recognize political parties.Then it developed to recommend the establishment of a constitutional inner-party cabinet, and finally to give up the idea of "transcendentalism" completely, to establish the political friends' association, and to set up a cabinet of the political friends' association, so as to communicate with the vassal warlords and the political parties.It realizes the transformation from the vassal politician to the political party politician.The evolution of Ito's concept of political party and the change of political party's practice promoted the transformation from vassal politics to political party politics in modern Japan and laid a foundation for the formation and development of political party politics in modern Japan.
