【摘要】： “桂園時(shí)代”在日本是一個(gè)非常特殊的歷史時(shí)段,政友會(huì)沖破了藩閥一直標(biāo)榜的“超然主義”政治,正式地參與到日本的政治當(dāng)中。這一時(shí)期的政友會(huì)由總裁西園寺公望出任首相并組織內(nèi)閣,與代表藩閥官僚的桂太郎內(nèi)閣輪流執(zhí)政,互相提攜,形成了所謂的“桂園體制”。這一體制的形成,說(shuō)明此時(shí)的政黨在日本政局上已經(jīng)占有相當(dāng)重要的地位。 本文主要論述“桂園時(shí)代”的政友會(huì)所實(shí)行的對(duì)內(nèi)和對(duì)外政策,通過(guò)對(duì)其所實(shí)行的政策進(jìn)行分析,進(jìn)而了解政友會(huì)在“桂園時(shí)代”的執(zhí)政特點(diǎn)。文章大體分為三個(gè)部分,第一部分主要是簡(jiǎn)單地介紹一下政友會(huì)成立的過(guò)程,以及“桂園時(shí)代”形成的原由,通過(guò)這些來(lái)了解這個(gè)時(shí)期日本政治的時(shí)代背景。第二部分分析了政友會(huì)內(nèi)閣所實(shí)行的對(duì)內(nèi)政策,主要有鐵路的國(guó)有化、廢除郡制和對(duì)社會(huì)黨的政策等。這些政策在政友會(huì)執(zhí)政時(shí)期非常具有代表性,而且在施政策略上明顯不同于官僚派系。第三部分論述的是政友會(huì)內(nèi)閣實(shí)行的對(duì)外政策,這部分內(nèi)容包括了兩個(gè)方面,一方面是政友會(huì)內(nèi)閣對(duì)日本鄰國(guó)韓國(guó)和中國(guó)東北所推行的對(duì)外侵略政策,另一方面是同資本主義強(qiáng)國(guó)法、美和俄三國(guó)關(guān)系的變化,反映出此時(shí)政友會(huì)對(duì)外關(guān)系的態(tài)度。 本文以翔實(shí)的史料作為研究的基礎(chǔ),利用政治學(xué)、歷史學(xué)等相關(guān)理論進(jìn)行綜合分析,通過(guò)對(duì)政友會(huì)所實(shí)行內(nèi)外政策的研究,反映出此時(shí)日本政治的實(shí)態(tài),體現(xiàn)出政友會(huì)與日本其他政治勢(shì)力的關(guān)系,以及政友會(huì)對(duì)日后日本政治的發(fā)展所產(chǎn)生的影響。
[Abstract]:Guiyuan era was a very special historical period in Japan. The political Friends broke through the "transcendental" politics that the vassal warlords had been preaching, and formally participated in the Japanese politics.In this period, the president of Xiyuan Temple took office as prime minister and organized a cabinet. The Guitarang cabinet, which represented the bureaucrats of the vassal warlords, took power in turn and took advantage of each other, thus forming the so-called "Gui Yuan system".The formation of this system shows that the political parties at this time have occupied a very important position in the Japanese political situation.This paper mainly discusses the internal and foreign policies carried out by the "Gui Yuan era", and through the analysis of the policy, we can understand the governing characteristics of the "Gui Yuan era".The article is divided into three parts. The first part is a brief introduction to the establishment of the political Friends Association, and the formation of the "Guiyuan era", through which we can understand the background of Japanese politics in this period.The second part analyzes the internal policies carried out by the cabinet, including nationalization of railways, abolition of the county system and policies towards the Socialist Party.These policies were very representative during the PSC administration and were markedly different from those of bureaucrats in their policies.The third part deals with the foreign policy carried out by the cabinet of the Council of political Friends, which includes two aspects: on the one hand, the policy of foreign aggression pursued by the cabinet of the Council of political Friends against Japan's neighboring Republic of Korea and northeast China.On the other hand, the change of the relations with the capitalist power law, the United States and Russia reflects the foreign relations attitude of the political friends.Based on the detailed historical data, this paper makes a comprehensive analysis of the relevant theories of politics, history, and so on. Through the research on the internal and external policies of the political Friends' Association, it reflects the reality of Japanese politics at this time.It reflects the relationship between the political Friends Association and other political forces in Japan, and the influence of the Association on the development of Japanese politics in the future.
