【摘要】： 加拉罕在20世紀20年代中蘇建交過程中扮演著非常重要的角色。他先后代表蘇俄政府發(fā)表三次對華宣言，，為中蘇兩國打破外交堅冰，實現(xiàn)兩國互相往來奠定了堅實的基礎。作為蘇俄副外交人民委員的加拉罕，他在聯(lián)共(布)制定對華政策時，是一個積極的決策者、組織者和參與者，對促進中蘇關系的發(fā)展有著舉足輕重的作用。尤其是1923年來華以后，為尋找合適的政治盟友而展開了多重外交，在與中國各方政治力量的接觸中，特別在與北京政府的外交交涉方面是相當成功的，并最終簽訂了《中蘇協(xié)定》，實現(xiàn)了中蘇建交。同時，通過對加拉罕與同時在華的越飛、維金斯基、鮑羅廷等幾個蘇俄駐華代表活動的闡述，并從他們的地位、作用上的進行分析比較，從而對加拉罕對華活動進行一個全面、客觀、公正的評價，可以發(fā)現(xiàn)：加拉罕對華活動體現(xiàn)出雙重目的性，他既要忠實地執(zhí)行著蘇俄的政策，但同時也肩負著蘇俄推廣世界無產(chǎn)階級革命的使命。但當蘇俄對華政策中國家利益和推廣世界革命二者發(fā)生矛盾時，蘇俄的國家利益是占主導地位的。 從相關課題來看，關于加拉罕在華活動的研究無論是著作還是論文都較少涉及，因此極有必要對這一課題作進一步探討，以找出加拉罕代表的聯(lián)共(布)、共產(chǎn)國際和中國革命間的復雜聯(lián)系，進而對當今處理國家關系、黨際關系獲取一些有益的經(jīng)驗和啟示。
[Abstract]:Gallaghan played a very important role in the establishment of diplomatic relations between China and the Soviet Union in the 20 th century.He made three declarations on behalf of the Russian government to China, which laid a solid foundation for the two countries to break the diplomatic ice and realize the exchanges between the two countries.As a deputy member of the Russian people's Foreign Affairs Committee, he was an active decision-maker, organizer and participant in the formulation of China policy by the United Communist Party (BCP), and played an important role in promoting the development of Sino-Soviet relations.In particular, after coming to China in 1923, he launched a number of diplomacy to find suitable political allies. In his contacts with various political forces in China, especially in diplomatic negotiations with the Beijing government, he was quite successful.And finally signed the Sino-Soviet Agreement, the realization of the establishment of diplomatic relations between China and the Soviet Union.At the same time, through the elaboration of several Soviet Russian representative activities in China, such as Galachan and Vietnam in China, Vickinsky, Borotine, and so on, and through the analysis and comparison of their status and role, the activities of Gallaghan toward China will be carried out in a comprehensive way.From an objective and fair evaluation, it can be found that the activities of Gallaghan towards China embody a dual purpose, he not only faithfully carries out the policies of Soviet Russia, but also shoulders the mission of popularizing the world proletarian revolution in Soviet Russia.But when there is contradiction between the national interest and the promotion of the world revolution in Soviet Russia's China policy, Soviet Russia's national interest is dominant.From the point of view of related topics, the research on the activities of Gallaghan in China is seldom involved in either works or papers. Therefore, it is extremely necessary to further explore this topic.In order to find out the complex relationship between the representative of Galachan and the Communist International and the Chinese Revolution, and then to obtain some useful experience and inspiration for handling the national relations and inter-party relations.
