【摘要】： 在歷史上,作為加拿大草原三省之一的薩斯喀徹溫省一直是一個貧困省,其人均收入和省內生產總值低于加拿大平均水平。 1971-1982年,新民主黨政府在薩斯喀徹溫省上臺執(zhí)政。這段時間正值加拿大的多事之秋:在經歷了1969-1970年經濟危機后,加拿大經濟只在1971年1月到1974年3月出現(xiàn)了一個新的周期性高漲,隨后又遭受了1974-1975年經濟危機和1981-1982年經濟危機,使得通貨膨脹、高利率、高失業(yè)率和長期以來經濟增長緩慢等一系列經濟問題一直在加拿大縈繞不去。 在一向不太富裕的薩斯喀徹溫省,這種危機的壓力及擺脫危機的愿望更為明顯。創(chuàng)新總有一定的目的性,有時甚至是不得不為之的。除卻外部因素的推動外,薩省新民主黨自身深厚的創(chuàng)新傳統(tǒng)、堅實的政治基礎、廣泛的群眾基礎和良好的經濟基礎也為它成功創(chuàng)新掃除了障礙。 1971-1982年間,薩斯喀徹溫省在總理艾倫·布萊克尼的領導下,就經濟和社會生活兩方面先后推行了120余項創(chuàng)新政策,如:對王室公司進行創(chuàng)新改革,開設土地銀行,將鉀堿工業(yè)收歸國有;為弱勢群體提供保障等等,加強了政府對經濟的干預力度,改善了人民生活及健康水平,促進了社會的穩(wěn)定。 總而言之,通過這一系列創(chuàng)新政策,1971-1982年,薩省經濟未像加拿大其他省份那樣遭受萎縮和衰退,省內生產總值翻了兩番,甚至保持4.88%實際年平均增長率。而且自1971年至1982年末,薩斯喀徹溫失業(yè)率為3.9%,遠低于同期加拿大國內年平均6.9%的失業(yè)率。新民主黨政府也因其創(chuàng)新工程聞名于世,被譽為“創(chuàng)新政府”,為那些正在進行或具有創(chuàng)新意向的政府或組織提供了光輝典范。
[Abstract]:Historically, Saskatchewan, one of Canada's three grasslands, has been a poor province, with a per capita income and GDP below the Canadian average. The New Democratic government came to power in Saskatchewan from 1971 to 1982. It was a troubled time in Canada: after the 1969-1970 economic crisis, the Canadian economy experienced only a new cyclical upsurge from January 1971 to March 1974. It was followed by the 1974-1975 and 1981-1982 economic crises, which haunted Canada with a range of economic problems, such as inflation, high interest rates, high unemployment and a long history of slow economic growth. In the less affluent province of Saskatchewan, the pressures of this crisis and the desire to get out of it are more pronounced. Innovation always has a purpose, sometimes it has to be. Except for external factors, The new democratic party's deep tradition of innovation, solid political foundation, broad mass base and good economic base have also cleared away the obstacles to its successful innovation. Between 1971 and 1982, Saskatchewan, under the leadership of Prime Minister Alan Brackney, pursued more than 120 innovative policies on both economic and social life, such as innovative reforms of royal companies and the opening of land banks. The nationalization of potash industry and the provision of security for the vulnerable groups have strengthened the government's intervention in the economy, improved the people's living and health levels, and promoted social stability. All in all, through this series of innovative policies, in 1971-1982, the provincial economy did not suffer the same contraction and recession as the rest of Canada, the gross domestic product quadrupled, even maintaining a real average annual growth rate of 4.88 per cent, and from 1971 to the end of 1982, The unemployment rate in Saskatchewan is 3.9 percent, well below the average annual unemployment rate of 6.9 percent in Canada during the same period. The New Democratic government is also known for its innovative projects. Known as "innovative government", it provides a shining example for those governments or organizations with innovative intention.
