【摘要】： 歐盟成為世界的一極,在國(guó)際事務(wù)中的地位令世人矚目。歐洲一體化進(jìn)程,有其歷史必然性。但是在其發(fā)展進(jìn)程中也經(jīng)歷了一定時(shí)期的“分”與“合”,最終經(jīng)過(guò)探索、走出了一條通過(guò)國(guó)與國(guó)之間的聯(lián)盟而達(dá)成共贏的道路。 “歐洲統(tǒng)一有其深刻的歷史淵源,西歐更是長(zhǎng)期以來(lái)就有建立國(guó)家聯(lián)合實(shí)體的夢(mèng)想和優(yōu)勢(shì)�！睆奈鳉W各族族源基本一致,語(yǔ)言、信仰、習(xí)俗等非常接近入手,在地緣政治,語(yǔ)言基礎(chǔ)及法律體系上都存在走向統(tǒng)一的前提。中世紀(jì)的基督教文明使歐洲大陸形成一種統(tǒng)一的信仰和統(tǒng)一的歐洲文化。統(tǒng)一的基督教文明所宣講的上帝之城開(kāi)始成為歐洲大統(tǒng)一的模式。文藝復(fù)興時(shí)期的城市經(jīng)濟(jì)以及啟蒙運(yùn)動(dòng)的深入發(fā)展保持了歐洲的相對(duì)統(tǒng)一性。此外,歐洲一體化還有其思想因素,其中包括十八世紀(jì)圣·皮埃爾的古典聯(lián)邦主義學(xué)說(shuō),康德的有組織的和平主義的思想,盧梭關(guān)于建立一個(gè)歐洲聯(lián)邦的設(shè)想等,這些思想因素共同構(gòu)建了歐洲共同體的思想基礎(chǔ)。 從地理大發(fā)展到第二次世界大戰(zhàn)“分”決定了歐洲一體化的曲折向前發(fā)展。中世紀(jì)的“合”,是基督教文化圈對(duì)歐洲一體化的凝聚作用,大學(xué)的建立發(fā)展了統(tǒng)一的歐洲文化,使歐洲成為了精神上的統(tǒng)一體。歐洲大陸疆界的最終形成使歐洲人形成了統(tǒng)一的認(rèn)同感。16世紀(jì)至1945年的“分”導(dǎo)致對(duì)利益和霸權(quán)的追求和戰(zhàn)爭(zhēng)的頻繁發(fā)生,戰(zhàn)爭(zhēng)成為解決國(guó)際問(wèn)題的主要手段。第二次世界大戰(zhàn)后的歐洲四分五裂,“分”中開(kāi)始蘊(yùn)含“合”的因素。戰(zhàn)爭(zhēng)也使人們正確地看待民族主義,從而拋棄了霸權(quán)道路,為以后各國(guó)在平等互利的基礎(chǔ)上讓渡主權(quán)與謀求統(tǒng)一奠定了思想基礎(chǔ)。從另一個(gè)角度來(lái)說(shuō),近代歐洲的分裂是當(dāng)代歐洲走向聯(lián)合不可避免的歷史過(guò)程,反映了曲折向前的歷史規(guī)律。 馬歇爾計(jì)劃的實(shí)施及歐洲經(jīng)合組織的建立推動(dòng)歐洲開(kāi)始走上制度化合作的道路,為西方貿(mào)易結(jié)構(gòu)重建奠定了基礎(chǔ)。戰(zhàn)后的英國(guó)為了鞏固自身的實(shí)力提出了三環(huán)外交的設(shè)想,強(qiáng)調(diào)了歐洲文明的統(tǒng)一性和延續(xù)性需要大歐洲,積極推動(dòng)歐洲聯(lián)盟,力圖借助美國(guó)的幫忙來(lái)延續(xù)大國(guó)地位。最后,法德宿怨的消除是歐洲統(tǒng)一的前提。以煤鋼合作為主要內(nèi)容的《舒曼宣言》為歐洲開(kāi)創(chuàng)了一個(gè)新的前景,西歐各國(guó)積極加入其中,經(jīng)濟(jì)一體化逐步開(kāi)展。 經(jīng)濟(jì)一體化的實(shí)現(xiàn),經(jīng)歷了雙邊合作到多邊合作的順利轉(zhuǎn)折,各種合作組織及條約不斷出現(xiàn)。經(jīng)過(guò)大膽的嘗試,歐洲經(jīng)濟(jì)一體化不斷向前發(fā)展,最終發(fā)展為歐共體。司法、人權(quán)和文化不斷實(shí)現(xiàn)一體化。文化、教育和科研的有效合作深化了歐洲文化的統(tǒng)一意識(shí)。最后,北大西洋公約組織的建立實(shí)現(xiàn)了歐洲安全一體化�！捌绽挠�(jì)劃”、“富歇計(jì)劃”以及《達(dá)維尼翁報(bào)告》啟動(dòng)了“歐洲政治合作機(jī)制”,一體化全面鋪開(kāi)。 歐洲一體化排除戰(zhàn)爭(zhēng)的可能,實(shí)現(xiàn)了內(nèi)部的穩(wěn)定、和平,發(fā)展了歐洲經(jīng)濟(jì),提高了歐洲的國(guó)際地位,構(gòu)建了歐洲合作安全的基礎(chǔ)。歐洲一體化成為美蘇之間的緩沖地帶,為蘇聯(lián)提供了一條避開(kāi)美國(guó)與西方接觸的捷徑。加速了全球的多極化趨勢(shì),為經(jīng)濟(jì)全球化提供了必要的基礎(chǔ)和前提。歐盟用合作與安全的理念走出一條協(xié)調(diào)發(fā)展的復(fù)興之路,各成員國(guó)積極的合作、注重務(wù)實(shí)、求同存異,鞏固和擴(kuò)大一體化的成就,實(shí)現(xiàn)了多邊合作的共贏!
