【摘要】： 1918年到1922年是美國(guó)對(duì)華政策中的一個(gè)重要時(shí)期,從威爾遜十四點(diǎn)原則的提出到華盛頓會(huì)議中《九國(guó)公約》的簽訂,美國(guó)重新確立、詮釋了“門戶開放”政策,強(qiáng)調(diào)以尊重中國(guó)主權(quán)與領(lǐng)土完整而非承認(rèn)列強(qiáng)在華勢(shì)力范圍為前提,以不采取妨礙中國(guó)政局發(fā)展的任何行動(dòng)為條件,以各國(guó)在華商務(wù)機(jī)會(huì)均等為內(nèi)容,各國(guó)相互制約,避免一國(guó)利用中國(guó)政局的變化謀求獨(dú)占權(quán)利,妨害他國(guó)在華利益。美國(guó)試圖在遠(yuǎn)東建立有利于自身利益的新經(jīng)濟(jì)秩序。在整體對(duì)華政策的影響下,美國(guó)對(duì)中國(guó)關(guān)稅問題的政策也相應(yīng)做出了調(diào)整,從之前強(qiáng)調(diào)“利益均沾”原則轉(zhuǎn)為更側(cè)重于“機(jī)會(huì)均等”。美國(guó)希望通過對(duì)中國(guó)關(guān)稅的修訂,來實(shí)現(xiàn)中國(guó)關(guān)稅上的“門戶開放”。華盛頓會(huì)議終于使美國(guó)達(dá)到這一目的,美國(guó)對(duì)中國(guó)關(guān)稅問題政策得到了貫徹實(shí)施,這對(duì)美國(guó)進(jìn)一步打開了中國(guó)大門,擴(kuò)大在華經(jīng)濟(jì)有著至關(guān)重要的作用。本文意圖通過對(duì)這一時(shí)期美國(guó)對(duì)中國(guó)關(guān)稅修訂問題政策的研究,以個(gè)案研究的方式,從一個(gè)側(cè)面反映這一時(shí)期美國(guó)對(duì)華政策的發(fā)展變化及其特點(diǎn)。 本文充分利用美國(guó)新解密的外交文件FRUS中與關(guān)稅修訂問題相關(guān)的來往電報(bào)、會(huì)議記錄、美國(guó)駐華大使給美國(guó)國(guó)務(wù)卿的報(bào)告等,同時(shí)參考大量民國(guó)時(shí)期的原始檔案資料,深入探討和分析了美國(guó)這一時(shí)期對(duì)中國(guó)關(guān)稅修訂問題的政策以及各種影響因素,重點(diǎn)研究美國(guó)對(duì)中國(guó)關(guān)稅政策的變化及其原因,同時(shí)利用國(guó)家利益理論進(jìn)行深入剖析,力求得出公正客觀的評(píng)價(jià)。
[Abstract]:From 1918 to 1922 is an important period in American China policy, put forward fourteen principles from Werwilson signed to the Washington Conference in the "nine power treaty >, the United States re established, the interpretation of the" open door "policy, emphasizing respect for sovereignty and territorial integrity China rather than admit sphere of big powers in China as the premise, for to not take any action to hinder Chinese political development, equal to the countries in China business opportunities for all countries, mutual restraint, to avoid a country by political change China seeking exclusive rights and interests against his country in China. The United States is trying to establish their own interests in the far East to the new economic order. In effect the whole China Policy under the policy of the United States of Chinese tariffs also made corresponding adjustments, from the previous emphasis on" benefit "principle is more focused on" equal opportunity ". The United States hopes The revision of China tariff, to achieve China tariff on the "open door". The Washington Conference finally made the United States achieve this goal, policy of the United China tariff issue has been implemented, the United States opened the door to further China, economic expansion in China has a vital role. This article attempts by the United States study on the problem of China policy of tariff revision during this period, by way of case study, reflect the development of American China policy during this period and its characteristics from one side.
This paper makes full use of telegrams concerning related tariff revision issues of the American new declassified document FRUS record of the meeting, the United States ambassador to the US Secretary of state reports, and reference of the Republic of the original archives, discussed the factors of this period of American Tariff Policy Chinese revision and various influence and analysis. Focus on the changes of American Tariff Policy on Chinese and its reasons, and by using the theory of national interests of in-depth analysis, in order to obtain a fair and objective evaluation.
