【摘要】： 德懷特·D·艾森豪威爾政府時(shí)期的美國(guó)對(duì)柬埔寨政策,是冷戰(zhàn)背景下美國(guó)全球戰(zhàn)略的一個(gè)重要組成部分。第二次世界大戰(zhàn)結(jié)束后,東南亞各國(guó)都在為捍衛(wèi)民族獨(dú)立和國(guó)家主權(quán),反對(duì)帝國(guó)主義、殖民主義和霸權(quán)主義而作著不懈的斗爭(zhēng),柬埔寨王國(guó)政府也在不斷地探索一條適合本國(guó)發(fā)展的外交路線。而美國(guó)則認(rèn)為柬埔寨所選擇的中立政策是對(duì)蘇聯(lián)共產(chǎn)主義集團(tuán)的妥協(xié),是“多米諾骨牌”效應(yīng)在東南亞的具體表現(xiàn),會(huì)威脅整個(gè)西方自由世界、尤其是美國(guó)的國(guó)家利益。 1955-1961年美國(guó)交替運(yùn)用“扶植”、“遏制”與“顛覆”的手段,力圖在柬埔寨推翻西哈努克政權(quán)進(jìn)而建立一個(gè)親美的政權(quán),并試圖使柬埔寨成為一個(gè)遏制社會(huì)主義中國(guó)的重要基地。尤其是在1958年,柬埔寨同中國(guó)正式建立外交關(guān)系后,美國(guó)與柬埔寨矛盾分歧日深,美國(guó)認(rèn)為西哈努克這樣的“中立政策”是“不道德的”,雙方外交關(guān)系陷入建交以來(lái)的低谷。 本文以新解密的美國(guó)外交文件及相關(guān)檔案資料和網(wǎng)絡(luò)資源為據(jù),以美國(guó)艾森豪威爾政府對(duì)柬埔寨的政策為研究對(duì)象,運(yùn)用歷史學(xué)、國(guó)際關(guān)系學(xué)等學(xué)科的知識(shí),剖析美國(guó)艾森豪威爾政府在冷戰(zhàn)戰(zhàn)略下對(duì)柬埔寨的政策的制定原則、過(guò)程及其影響因素,力圖尋找美國(guó)對(duì)柬埔寨政策的態(tài)度及其產(chǎn)生的原因,深入挖掘中美關(guān)系的復(fù)雜性。
[Abstract]:The policy of the United States towards Cambodia during the Dwight Dwight Eisenhower administration was an important part of the American global strategy in the context of the Cold War. After the end of World War II, Southeast Asian countries were defending national independence and national sovereignty. Unremitting struggle against imperialism, colonialism and hegemonism. The Royal Government of Cambodia is also constantly exploring a diplomatic route suitable for its own development. The United States, for its part, considers Cambodia's policy of neutrality to be a compromise with the Soviet Communist bloc. This is a concrete manifestation of the domino effect in Southeast Asia, threatening the entire free world of the West, especially the national interests of the United States. In 1955-1961, the United States alternately used the means of "support", "containment" and "subversion" in order to overthrow Sihanouk regime in Cambodia and then establish a pro-American regime. And tried to make Cambodia an important base for containing socialist China. Especially after Cambodia formally established diplomatic relations with China in 1958, the differences between the United States and Cambodia became deeper and deeper. The United States called such a "neutral policy" like Sihanouk "immoral", and diplomatic relations between the two sides were at a low point since the establishment of diplomatic relations. Based on the newly declassified US diplomatic documents and related archives and network resources, and taking the policy of the Eisenhower Administration on Cambodia as the research object, this paper applies the knowledge of history, international relations and other disciplines. This paper analyzes the principles, processes and influencing factors of the policy of the American Eisenhower Administration on Cambodia under the Cold War strategy, and tries to find out the attitude of the United States towards Cambodia and its causes, and to dig into the complexity of Sino-US relations.
