【摘要】：隨著全球氣候變暖，不可再生資源逐漸減少，，世界多極化格局逐漸形成，戰(zhàn)爭(zhēng)威脅依然存在，北冰洋地區(qū)的開發(fā)成為許多國(guó)家眼中的肥肉和未來制勝的法寶。北方航道主要航段位于俄羅斯控制下，本文對(duì)北方航道的開發(fā)以及發(fā)展做出了詳盡的敘述。涉及到海洋學(xué)、船舶學(xué)、經(jīng)濟(jì)學(xué)、地緣政治學(xué)、環(huán)境學(xué)、軍事學(xué)、偵查學(xué)等多種學(xué)科，盡可能詳細(xì)的論述了北方航道的發(fā)展。 本文主要分為5個(gè)部分。 第一部分主要論述了彼得大帝時(shí)期俄羅斯海軍的建設(shè)與發(fā)展對(duì)北方航道的探索所起的作用，以及蘇聯(lián)時(shí)期對(duì)于北方航道的探索。還有其他國(guó)家歷史上對(duì)開發(fā)北極航運(yùn)所做的努力。本部分主要是對(duì)北方航道的歷史有一個(gè)概覽。 第二部分主要論述了北方航道開發(fā)的基礎(chǔ)，首先是北極地區(qū)豐富的能源資源使得各國(guó)蠢蠢欲動(dòng)，其次是破冰船的研制是北方航道開通的科技保障，再次港口的建設(shè)是未來航運(yùn)開展的支柱。 第三部分是論文的核心部分。從經(jīng)濟(jì)意義、軍事戰(zhàn)略意義、地緣政治意義等方面考察了北方航道開發(fā)的重要性，主要從俄羅斯方面敘述北方航道的開發(fā)對(duì)于俄羅斯的巨大的意義。 第四部分從俄羅斯開發(fā)北方航道所面臨的問題出發(fā)，開發(fā)北方航道自然條件惡劣，技術(shù)水平有限，破冰船發(fā)展和航海技術(shù)限制等等都對(duì)北方航道的開發(fā)提出了巨大的疑問。繼而對(duì)這些困難一一提出了解決方法，開發(fā)北方航道，俄羅斯勢(shì)在必得。 第五部分是對(duì)未來北方航道的發(fā)展做出展望，不僅要加強(qiáng)立法，也要看到開發(fā)和環(huán)保之間對(duì)立統(tǒng)一的關(guān)系。
[Abstract]:As the global warming and non - renewable resources gradually decrease , the world ' s multi - polarization pattern is gradually formed , the threat of war still exists , and the development of the Arctic Ocean region has become the fatalism in many countries and the development of the future . The main navigation section of the northern route is located under the control of Russia . This paper makes a detailed description of the development and development of the northern waterway . This paper is divided into 5 parts . The first part mainly discusses the role of the construction and development of the Russian navy in the period of Peter ' s Great Britain on the exploration of the northern route , and the exploration of the northern route during the Soviet period , and the efforts made by other countries in the development of Arctic shipping . This part is mainly an overview of the history of the northern route . The second part mainly discusses the basis of the development of the northern waterway , firstly , the abundant energy resources in the Arctic region make the countries fool , secondly , the development of the icebreaker is the scientific and technological guarantee of the opening of the northern waterway , and the construction of the port is the pillar of the future shipping . The third part is the core part of the thesis . From the aspects of economic significance , military strategic significance and geopolitical significance , the importance of the development of the northern waterway is studied , and the development of the northern route is mainly discussed from the aspects of Russia . In the fourth part , from the problems faced by Russia in the development of the northern route , the development of the northern channel is very serious , the technical level is limited , the development of icebreaker and the limitation of navigation technology , etc . The fifth part is to look forward to the development of the North Channel in the future , not only to strengthen the legislation , but also to see the unity of opposites between development and environmental protection .
