【摘要】：中亞位于歐亞大陸的中心，具有十分重要的戰(zhàn)略意義，并且擁有十分豐富的石油、天然氣等資源，被譽(yù)為“21世紀(jì)的能源基地”。基于此，后冷戰(zhàn)時(shí)期中亞地區(qū)不可避免地成為各大國競(jìng)相角逐的新地帶。不斷崛起的印度，一直視中亞地區(qū)為自己地緣上“延伸的鄰居”。在世界大國夢(mèng)的指導(dǎo)下，印度也積極的制定了屬于自己的中亞政策，并隨著中亞形勢(shì)的變化不斷調(diào)整著其中亞政策，以積極參與這場(chǎng)“大角逐”。印度和中國都是發(fā)展中國家和能源需求大國，并且都是中亞的近鄰。印度一直視中國為其中亞戰(zhàn)略的競(jìng)爭(zhēng)對(duì)手，因而，印度中亞政策的實(shí)施勢(shì)必會(huì)對(duì)中國造成一定影響。中國應(yīng)根據(jù)印度中亞政策的調(diào)整制定出相應(yīng)的應(yīng)對(duì)策略，以確保中國在中亞的戰(zhàn)略利益。 針對(duì)以上問題，本文以印度在中亞的戰(zhàn)略利益為著眼點(diǎn)，深入探討后冷戰(zhàn)時(shí)期印度中亞政策調(diào)整的背景、表現(xiàn)及特點(diǎn)。在此基礎(chǔ)上，進(jìn)一步分析印度實(shí)施中亞政策的制約因素及前景，為我國更清晰的認(rèn)識(shí)和了解印度在中亞的戰(zhàn)略意圖，更有效地實(shí)現(xiàn)在中亞外交的國家利益提供更多的參考。 本文在論證結(jié)構(gòu)方面，主要分為以下幾部分： 第一部分首先分析“后冷戰(zhàn)時(shí)期中亞的戰(zhàn)略地位及印度的利益需求”，從中亞的戰(zhàn)略地位的變化入手，分析印度在冷戰(zhàn)結(jié)束后積極介入中亞“大角逐”的原因。其次，從印度在中亞地區(qū)的利益需求入手，更深入的分析后冷戰(zhàn)時(shí)期印度發(fā)展與中亞外交的原因。為深入分析后冷戰(zhàn)時(shí)期，印度中亞政策的調(diào)整做理論鋪墊。 第二部分論證“后冷戰(zhàn)時(shí)期印度中亞政策的形成和調(diào)整”。以冷戰(zhàn)結(jié)束后，，中亞地區(qū)安全形勢(shì)變化和印度在中亞的戰(zhàn)略利益為視角，將后冷戰(zhàn)時(shí)期印度中亞政策的調(diào)整分為三個(gè)階段。從冷戰(zhàn)結(jié)束后印度對(duì)中亞政策的經(jīng)濟(jì)援助階段到全面展開階段，再到2005年吉爾吉斯斯坦“顏色革命”后印度在中亞的軍事存在受挫與軟實(shí)力深化發(fā)展階段，印度不斷調(diào)整著其中亞政策并取得了很好的成效。 第三部分，在論證了后冷戰(zhàn)時(shí)期印度中亞政策調(diào)整的基礎(chǔ)上，分析印度實(shí)施中亞政策的特點(diǎn)。 第四部分，從地緣環(huán)境和國際關(guān)系的理論視角出發(fā)，分析論證印度實(shí)施中亞政策的制約因素與前景。 第五部分，在前面論證的基礎(chǔ)上，分析印度實(shí)施中亞政策對(duì)中國的影響并提出中國的應(yīng)對(duì)策略。
[Abstract]:India and China are both developing and energy - demanding countries , and are close neighbors in Central Asia . India and China are both developing and energy - demanding countries , and they are close neighbors in Central Asia . India has always regarded China as a rival to Asia - Asia strategy . India has always regarded China as its Asian - strategy rival , and China should formulate corresponding strategies to ensure China ' s strategic interests in Central Asia , according to the adjustment of the Central Asian policy . In view of the above problems , this paper focuses on India ' s strategic interests in Central Asia , deeply probes into the background , performance and characteristics of India ' s policy adjustment in Central Asia in the post - cold - war era . On the basis of this , further analysis of the restrictive factors and prospects of India ' s implementation of the Central Asian policy is to provide more reference for our country ' s clearer understanding and understanding of India ' s strategic intentions in Central Asia . In the argument structure , this paper is divided into the following parts : The first part firstly analyzes the strategic position of Central Asia in the post - cold - war era and the interests demand of India , and starts with the change of strategic position in Central Asia , and analyzes the reasons why India has been actively involved in Central Asia after the end of the cold war . Secondly , it analyzes the reasons of India ' s development and the diplomacy in Central Asia after the end of the cold war . The second part demonstrates the formation and adjustment of India ' s Central Asian policy in the post - cold war era . After the end of the cold war , the security situation in Central Asia and India ' s strategic interests in Central Asia are divided into three stages . From the end of the cold war , India ' s economic assistance phase to Central Asia policy is divided into three stages . After the end of the cold war , India has suffered setbacks and soft power in the development of the military presence in Central Asia . India has continuously adjusted its sub - policy and achieved good results . The third part , on the basis of demonstrating the adjustment of India ' s policy in Central Asia in the post - cold - war era , analyzes the characteristics of the implementation of the policy of Central Asia in India . The fourth part , from the perspective of geo - environment and international relations , analyses the restrictive factors and prospects of India ' s implementation of Central Asia policy . The fifth part , on the basis of the previous argument , analyzes the influence of the policy of Central Asia on China and puts forward the strategy of China ' s response .
