【摘要】： 德意志帝國(guó)時(shí)期的移民遷入政策對(duì)其后世近一個(gè)世紀(jì)的移民遷入政策產(chǎn)生了重要影響，因而在德國(guó)移民史上具有重要地位。本文以它為研究對(duì)象，，通過(guò)分析德意志帝國(guó)時(shí)期移民遷入政策出臺(tái)的社會(huì)背景，探討這一移民遷入政策的內(nèi)容及特點(diǎn)，進(jìn)而揭示這一政策所帶來(lái)的各種影響。 德意志帝國(guó)時(shí)期，是德國(guó)由傳統(tǒng)農(nóng)業(yè)社會(huì)向現(xiàn)代工業(yè)社會(huì)轉(zhuǎn)變的重要時(shí)期。此時(shí)，德國(guó)的國(guó)際移民趨勢(shì)發(fā)生了根本逆轉(zhuǎn)，從典型的移民遷出國(guó)轉(zhuǎn)向移民遷入國(guó)。這既是德意志帝國(guó)時(shí)期社會(huì)經(jīng)濟(jì)結(jié)構(gòu)發(fā)生根本改變的表達(dá)，也是經(jīng)濟(jì)全球化、資本主義化的結(jié)果。這一時(shí)期的移民遷入政策，正是在此背景下應(yīng)運(yùn)而生。 德意志帝國(guó)的移民遷入政策，事實(shí)上只是各邦移民遷入政策的簡(jiǎn)單組合，缺乏一個(gè)統(tǒng)一的國(guó)家意義上的政策。面對(duì)外來(lái)移民的大量涌入，普魯士制定了嚴(yán)格的控制與防御政策，其它各邦也有自己獨(dú)立的政策。盡管各邦的移民遷入政策迥異，但在拒絕成為移民國(guó)家這一點(diǎn)上是基本一致的。帝國(guó)時(shí)期的移民遷入政策，無(wú)論是橫向剖析，還是縱向?qū)Ρ�，都有很多�?dú)特之處。 通過(guò)透析德意志帝國(guó)時(shí)期的移民遷入政策，我們會(huì)發(fā)現(xiàn)，該政策既順應(yīng)當(dāng)時(shí)國(guó)際社會(huì)的普遍趨勢(shì)，又符合德意志帝國(guó)的具體國(guó)情。這一政策，對(duì)外來(lái)移民的遷入、工作和生活狀況造成了重大影響，嚴(yán)重阻礙了外來(lái)移民的流動(dòng)性及融入德國(guó)社會(huì)的進(jìn)程。同時(shí)，它也對(duì)德意志帝國(guó)的經(jīng)濟(jì)、政治和社會(huì)產(chǎn)生了相當(dāng)影響，既有貢獻(xiàn)又有弊端。
[Abstract]:The immigration policy during the German Reich period had an important impact on the immigration policy of the German Reich for nearly a century, and thus played an important role in the history of German immigration. Through the analysis of the social background of the immigration policy in the German Reich period, the contents and characteristics of the policy were discussed, and the various influences brought by the policy were revealed. The period of the German Empire was an important period for the transformation of Germany from a traditional agricultural society to a modern industrial society. At this time, the trend of international migration in Germany was fundamentally reversed. This is not only the expression of the fundamental change in the social and economic structure of the German Reich, but also the result of economic globalization and capitalization. It is in this context that came into being. The immigration policy of the German Reich is in fact a simple combination of immigration policies in various states, lacking a unified national policy. In the face of the influx of immigrants, Prussia has strict control and defense policies, and other states have their own independent policies. But it is basically the same in refusing to become a country of immigration. Immigration policies during the imperial period, both horizontal and vertical, were unique. By analyzing the immigration policy of the German Reich, we will find that the policy conforms to both the general trend of the international community at that time and the specific conditions of the German Reich. Working and living conditions have had a great impact on the mobility of immigrants and their integration into German society. At the same time, they have had a considerable impact on the economy, politics and society of the German Reich, with both contributions and drawbacks.
