=本文借助模式和歷史這兩個(gè)分析框架，對(duì)政治參與在西方的發(fā)展做了一個(gè)較為全面的歷史考察，主要分析了直接參與模式和間接參與模式在西方的發(fā)展歷程、具體歷史背景、特征、主要內(nèi)容和形成原因，并在此基礎(chǔ)上總結(jié)了人類(lèi)政治參與發(fā)展趨勢(shì)。生產(chǎn)力水平的提高以及由此而帶來(lái)的社會(huì)交往水平的提高，，擴(kuò)大了人們可聯(lián)系的政治空間，直接參與模式原本適應(yīng)小國(guó)寡民的概念有所變化，直接參與可以以新的形勢(shì)擴(kuò)大其適用范圍。但民族國(guó)家地域常常較大的現(xiàn)實(shí)仍不可能讓直接參與擴(kuò)大到取代代議制參與占主導(dǎo)地位的地步。不過(guò)在知識(shí)經(jīng)濟(jì)時(shí)代一種共同參與模式的出現(xiàn)可能會(huì)改變這一情況。然后，結(jié)合西方政治參與模式演進(jìn)的特點(diǎn)及其啟示，在簡(jiǎn)要分析中國(guó)動(dòng)員主義——代議制參與模式的基礎(chǔ)上，本文對(duì)中國(guó)政治參與模式的轉(zhuǎn)型和政治參與的發(fā)展提出了一些制度建設(shè)方面的建議。"

=The paper makes a profound historical survey to the development of Western political participation model with the help of two analyze frame of model and history, mainly analyzing the development course, concrete history background, characteristic and main contents. On the basis of this work the paper concludes the development trend of human being's political participation action: The increasing of productive force and the increasing of the level of social communication enlarge the political space where people can get in touch in with each other. The notion that directive participation suits for small country and few people has changed and the directive participation may enlarge its suitable range with new ways. But the reality of the territory of national states being often great still makes it impossible to make the directive participation play the main status instate of representative system participation. Then, on the basis of concisely analyzing the political participation model of mobilization in China the paper gives some suggestion about system construction to the transformation of political participation model and the development of political participation in China, combining with the enlightenments of the development of Western political participation model."
