【摘要】：德川幕府末期,巖瀨忠震作為近代日本政治舞臺上最初的外交家之一,被譽(yù)為幕末三杰之一,參加了影響日本歷史進(jìn)程的《日美親善條約》、《日美友好通商條約》暨“安政五國條約”的談判、簽訂活動。巖瀨忠震的各項(xiàng)外交主張是在中國鴉片戰(zhàn)爭的影響下,通過在日俄外交談判和日美外交談判的實(shí)踐中逐步演變形成的,據(jù)此,其外交主張得以充分展開,成為構(gòu)筑日本幕末開國外交理論的支柱。 巖瀨忠震的外交實(shí)踐以維護(hù)國家主權(quán)和民族利益為準(zhǔn)則,提倡并制定計(jì)劃使得日本以平等的身份參與國際政治事務(wù),積極促進(jìn)日本開國與世界資本主義接軌為其內(nèi)涵；以放眼世界的外交視野、倡導(dǎo)開港通商的遠(yuǎn)見卓識和積極主動的談判手段為其主要特征。其外交主張?jiān)诤７婪绖?wù)中以提出考察香港的建議,通過建造海軍炮臺,制造軍艦,設(shè)立講武所、蕃書調(diào)所等舉措,得到實(shí)踐。 受制于長期閉關(guān)鎖國的限制,以及日本相對于西方國家國勢孱弱的狀況,加之對國際外交知識的匱乏等客觀因素的影響,致使巖瀨忠震的外交主張與實(shí)踐不可避免的帶有一定的局限性。但其在推動日本從鎖國走向開國,乃至開港的進(jìn)程中起了積極的作用,其對當(dāng)時日本局勢的判斷及建言在日本近代化過程中產(chǎn)生了不可低估的影響。巖瀨忠震的外交主張及其實(shí)踐為明治維新改革提供了一種嶄新的外交思路,也為明治維新的成功奠定了堅(jiān)實(shí)的基礎(chǔ)。
[Abstract]:At the end of Tokugawa's shogunate, as one of the first diplomats on the political stage of modern Japan, Masase was praised as one of the three key figures at the end of the curtain. He participated in the negotiation and signing of the Treaty of Goodwill between Japan and the United States, the Treaty of Friendship and Commerce between Japan and the United States, and the Treaty on Security and Policy, which affected the historical process of Japan. Through the gradual evolution in the practice of Japanese-Russian diplomatic negotiations and Japanese-American diplomatic negotiations, its diplomatic propositions have been fully developed and become the pillars of the founding diplomatic theory at the end of the Japanese curtain. Iwasase's diplomatic practice is based on safeguarding national sovereignty and national interests, advocates and formulates plans to make Japan participate in international political affairs in an equal capacity, and actively promotes the integration of Japan's founding state with world capitalism. It is characterized by its diplomatic vision, foresight and proactive means of negotiation, advocating opening up and trading in Hong Kong. Its diplomatic proposition is to put forward a proposal to inspect Hong Kong in the defense of coastal defence, and to build naval vessels through the construction of naval fortresses. The establishment of Wushu, Fan Shudiao Institute and other measures, has been put into practice. Subject to the constraints of a long period of closed-door relations, the weakness of Japan in relation to Western countries, and the lack of knowledge of international diplomacy, and other objective factors, The diplomatic propositions and practices of Masase inevitably have certain limitations, but they have played a positive role in the process of pushing Japan from a locked country to a founding country, and even to the opening of a port. His judgment and advice on the Japanese situation at that time had an ununderestimated influence in the process of Japan's modernization. The diplomatic proposition and practice of Nakasaki offered a new diplomatic thinking for the Meiji Restoration Reform. It also laid a solid foundation for the success of the Meiji Restoration.
