【摘要】：國(guó)家科研資助是授益性的行政行為,與一般的行政資助相比,它具有更加鮮明的競(jìng)爭(zhēng)性、專業(yè)性、引導(dǎo)性、責(zé)任性等諸多特點(diǎn)。國(guó)家實(shí)施科研資助具有實(shí)現(xiàn)公共利益和保障公民學(xué)術(shù)活動(dòng)利益的雙重目標(biāo),在繁榮哲學(xué)社會(huì)科學(xué)的語(yǔ)境下,積極保障公民學(xué)術(shù)活動(dòng)利益有利于學(xué)術(shù)繁榮。我國(guó)現(xiàn)行科研資助體系在形式和內(nèi)容上正日益完備,但從激勵(lì)學(xué)術(shù)創(chuàng)新創(chuàng)造活力、調(diào)動(dòng)學(xué)術(shù)研究積極性及實(shí)現(xiàn)學(xué)術(shù)受益權(quán)能上分析,現(xiàn)行國(guó)家科研資助體系資助管理在法定性、平等性、專業(yè)性、公正性、自主性等方面仍存在亟需進(jìn)一步改進(jìn)和完善之處。
[Abstract]:National scientific research subsidy is an administrative act of granting benefits. Compared with general administrative aid, it has many characteristics, such as competition, professionalism, guidance, responsibility and so on. In the context of the prosperity of philosophy and social sciences, it is beneficial to the academic prosperity that the state implements the scientific research support to realize the public interest and the citizen's academic activity interest. The current scientific research support system of our country is becoming more and more perfect in form and content, but it is analyzed from the aspects of stimulating academic innovation, arousing the enthusiasm of academic research and realizing the ability of academic benefit. Equality, professionalism, impartiality, autonomy and other aspects still need further improvement and improvement.
