以內(nèi)生優(yōu)勢(shì)化解外部風(fēng)險(xiǎn)——“社區(qū)抗逆力”與衰落單位社區(qū)重建

【摘要】：新世紀(jì)以來(lái),伴隨著單位社會(huì)的轉(zhuǎn)型,尤其是一些國(guó)有企業(yè)的衰敗破產(chǎn),部分老舊單位社區(qū)呈現(xiàn)出棚戶區(qū)化、居民異質(zhì)化、底層化等特征。國(guó)內(nèi)已有研究大多從“外部性”、“問(wèn)題性”角度入手,較少關(guān)注社會(huì)轉(zhuǎn)型帶來(lái)的多重風(fēng)險(xiǎn)性對(duì)于社區(qū)治理的重大影響,對(duì)社區(qū)自身具有的、抵御風(fēng)險(xiǎn)的“內(nèi)生性”優(yōu)勢(shì)重視不足。“社區(qū)抗逆力”視角立足于社區(qū)風(fēng)險(xiǎn)危機(jī)管理與預(yù)防,分析社區(qū)內(nèi)部居民的風(fēng)險(xiǎn)應(yīng)對(duì)能力、社區(qū)認(rèn)同感、公共參與行為等主體性優(yōu)勢(shì),同時(shí)挖掘家庭以及社區(qū)分權(quán)動(dòng)員結(jié)構(gòu)等社區(qū)內(nèi)部環(huán)境優(yōu)勢(shì),再配之以政府、社會(huì)組織、社會(huì)工作等外部力量支持,形成一整套衰落社區(qū)重建以及抵抗風(fēng)險(xiǎn)的治理框架。這種思路有利于探索中國(guó)單位制度變遷對(duì)于基層社會(huì)治理的辯證意義,也利于我們有效繼承單位社會(huì)傳統(tǒng),構(gòu)建中國(guó)特色的社會(huì)治理模式。
[Abstract]:Since the new century, with the transformation of the unit society, especially the decline and bankruptcy of some state-owned enterprises, some old unit communities show the characteristics of shantytown, residents heterogeneity, bottom layer and so on. Most of the domestic studies have been done from the perspective of "externality" and "problem", and less attention has been paid to the impact of the multiple risks brought by social transformation on community governance, and to the community itself. The "endogenous" advantage of resisting risks is not paid enough attention to. The perspective of "community resilience" is based on the community risk crisis management and prevention, analyzes the community residents' risk coping ability, community identity, public participation behavior and other subjective advantages. At the same time, the family and community decentralization and mobilization structure and other community internal environmental advantages, coupled with the government, social organizations, social work and other external forces support, forming a set of declining community reconstruction and risk resistance governance framework. This idea is conducive to exploring the dialectical significance of the institutional change of Chinese units to the social governance at the grass-roots level, and to inheriting the social tradition of the unit effectively and constructing the social governance model with Chinese characteristics.
