【摘要】：美國(guó)歷史上從不缺乏大型的工程科技項(xiàng)目,比如曼哈頓工程、阿波羅計(jì)劃等。然而,2008年,美國(guó)國(guó)防部啟動(dòng)了一項(xiàng)社會(huì)科學(xué)研究項(xiàng)目:"密涅瓦計(jì)劃"。該計(jì)劃旨在加深國(guó)防部對(duì)世界范圍內(nèi)具有戰(zhàn)略利益關(guān)系的國(guó)家和地區(qū)的社會(huì)、文化和政治動(dòng)態(tài)的理解,涵蓋七大優(yōu)先研究領(lǐng)域,其中之一就是中國(guó)的科學(xué)技術(shù)與軍事轉(zhuǎn)型。通過"密涅瓦計(jì)劃"項(xiàng)目會(huì)議,研究發(fā)現(xiàn)該計(jì)劃具有凸顯開源情報(bào)分析、聚焦?jié)撛谕{、關(guān)注人才培養(yǎng)和體現(xiàn)軍民融合等特點(diǎn),其對(duì)中國(guó)(國(guó)防)科技實(shí)力的評(píng)估還搖擺于過高和過低的兩個(gè)極端之間。
[Abstract]:In American history, there has never been a shortage of large engineering science and technology projects, such as the Manhattan Project, the Apollo Project, and so on. In 2008, however, the Department of Defense launched a social science research program, the Minerva Program. The program aims to deepen the Ministry of Defense's understanding of the social, cultural and political dynamics of countries and regions with strategic interests worldwide, covering seven priority areas of research, one of which is China's scientific, technological and military transformation. Through the "Minerva Project" project meeting, the study found that the program has the characteristics of highlighting open source intelligence analysis, focusing on potential threats, paying attention to talent training and embodying the integration of military and civil affairs, and so on. Its assessment of China's technological prowess also swayed between the extremes of too high and too low.
