【摘要】：社會(huì)力量扶貧是精準(zhǔn)扶貧資源配置的一種補(bǔ)充性吸納機(jī)制。然而,"碎片化"已成為社會(huì)力量參與精準(zhǔn)扶貧的實(shí)踐困境。這種"碎片化"困境是正式制度與非正式制度交互作用的產(chǎn)物。從正式制度來看,主要包括社會(huì)動(dòng)員、政策激勵(lì)和管理服務(wù)等方面的制度瓶頸;從非正式制度來看,主要是價(jià)值觀瓶頸。社會(huì)力量扶貧要走出"碎片化"的實(shí)踐困境,就必須突破制度瓶頸,科學(xué)進(jìn)行制度安排,實(shí)現(xiàn)機(jī)制創(chuàng)新。這就要求盡快健全價(jià)值引導(dǎo)機(jī)制、社會(huì)動(dòng)員機(jī)制、政策激勵(lì)機(jī)制、信息顯示機(jī)制和監(jiān)督約束機(jī)制。
[Abstract]:Poverty alleviation by social forces is a supplementary absorption mechanism for accurate allocation of poverty relief resources. However, fragmentation has become a practical dilemma for social forces to participate in precision poverty alleviation. This "fragmentation" dilemma is the product of the interaction between formal and informal institutions. From the point of view of formal system, it mainly includes the bottleneck of social mobilization, policy incentive and management service, and from the informal system, it is mainly the bottleneck of values. In order to get out of the practical dilemma of "fragmentation", social forces must break through the bottleneck of the system, scientifically arrange the system and realize the mechanism innovation. This requires that the value guidance mechanism, the social mobilization mechanism, the policy incentive mechanism, the information display mechanism and the supervision and restraint mechanism should be improved as soon as possible.
