專業(yè)化背景下社工機構督導的本土定位和分工——基于廈門A社工機構的個案分析

【摘要】:近年來,中國社會工作進入了快速發(fā)展的時期,機構督導的培育成為進一步促使社會工作專業(yè)化和職業(yè)化發(fā)展的關鍵環(huán)節(jié)。由于政府推動和教育先行的歷史原因,我國社工機構都以外部督導為主,而這種督導機制存在一定弊端,近幾年各省市相繼開展機構內部督導人才的培育工作,大多數(shù)社工機構正處于由外部督導為主向內外部督導結合的探索轉型階段。此時,內部督導和外部督導的權責劃分和角色定位顯得尤為重要,直接關乎督導功能的落實。本文通過對廈門一家社工機構的督導培育和轉型過程的深入分析發(fā)現(xiàn):目前社工機構既需要內部督導,也需要外部督導,兩者各有側重;內部督導和外部督導的定位和分工不同,前者偏重于實踐層次,如行政、情緒支持及具體實務議題等事項,后者則偏向于抽象層次,如實務品牌建立、實踐理論提升及項目提煉等長遠議題,并在一定程度上作為"督導者的督導";中國本土督導的功能與西方不同,需要在教育、行政和支持三種基本功能基礎之上,增添項目規(guī)劃和資源鏈接兩種新的任務。本研究的結果將為中國本土社工機構的督導設置和培育提供基本的指導。
[Abstract]:In recent years, China's social work has entered a period of rapid development, the cultivation of institutional supervision has become a key link to further promote the professionalization and professionalization of social work. Due to the historical reasons of government promotion and education leading the way, the social work institutions in our country are dominated by external supervision, and this kind of supervision mechanism has some drawbacks. In recent years, provinces and cities have carried out the training work of internal supervisory talents one after another. Most social work institutions are in the stage of exploration and transformation from external supervision to internal and external supervision. At this time, the division of responsibilities and roles between internal and external supervision is particularly important, which is directly related to the implementation of supervisory function. Based on the in-depth analysis of the process of supervision, cultivation and transformation of a social work institution in Xiamen, it is found that at present social work institutions need both internal and external supervision. The orientation and division of labor between internal and external supervision are different. The former focuses on the practice level, such as administration, emotional support and specific practical issues, while the latter tends to abstract level, such as the establishment of practical brand. To a certain extent, the functions of local supervision in China are different from those in the West, and need to be based on the three basic functions of education, administration and support. Add two new tasks, project planning and resource links. The results of this study will provide basic guidance for the establishment and cultivation of local social work institutions in China.
