【摘要】：我國經(jīng)濟社會正處在不斷轉(zhuǎn)型過程中，經(jīng)濟發(fā)展并不等同于社會發(fā)展，社會發(fā)展才是經(jīng)濟發(fā)展的終極目標和重要保證,而如何衡量和評價一個地區(qū)的社會發(fā)展水平，，是一個值得關(guān)注的重要問題。因此,研究對區(qū)域社會發(fā)展水平如何進行綜合評價,進而找出影響區(qū)域社會發(fā)展水平的影響因素,提出提高區(qū)域社會發(fā)展水平對策建議,對加強社會發(fā)展的宏觀管理和監(jiān)管手段，引導(dǎo)區(qū)域社會發(fā)展，加快區(qū)域城市化建設(shè),提高區(qū)域城市化水平具有重要意義。 本文通過四個方面衡量和評價地區(qū)社會發(fā)展水平，構(gòu)建了社會發(fā)展水平綜合評價體系,采用改進的功效系數(shù)法、多元統(tǒng)計方法和權(quán)數(shù)確定的層次分析法,對遼寧省2011年全省及各地區(qū)社會發(fā)展水平進行了綜合評價和比較分析，在此基礎(chǔ)上,進一步對影響社會發(fā)展水平的各種因素進行了深入分析，并就如何提高全省和各地區(qū)社會發(fā)展水平提出了相關(guān)的政策建議。
[Abstract]:China's economic society is in the process of continuous transformation, economic development is not equal to social development, social development is the ultimate goal and important guarantee of economic development, and how to measure and evaluate the level of social development in a region. It is an important issue that deserves attention. Therefore, this paper studies how to comprehensively evaluate the level of regional social development, and then finds out the factors that affect the level of regional social development, and puts forward countermeasures and suggestions to improve the level of regional social development. It is of great significance to strengthen the macro-management and supervision of social development, to guide regional social development, to accelerate the construction of regional urbanization and to improve the level of regional urbanization. This paper measures and evaluates the level of regional social development in four aspects, constructs a comprehensive evaluation system of social development level, adopts the improved efficacy coefficient method, the multivariate statistical method and the analytic hierarchy process (AHP) to determine the weight of the social development level. On the basis of comprehensive evaluation and comparative analysis of the social development level of Liaoning Province in 2011, various factors affecting the level of social development are further analyzed. Some policy suggestions on how to improve the level of social development in the province and various regions are put forward.
