【摘要】：近年來(lái),伴隨收入差距的擴(kuò)大,鄉(xiāng)-城移民群體的社會(huì)分化正在加劇。數(shù)據(jù)分析發(fā)現(xiàn),當(dāng)前移民群體已分化為"企業(yè)發(fā)展型""自雇發(fā)展型""雇工生存型""社區(qū)流動(dòng)型"四大層級(jí)類型。政策設(shè)計(jì)只有采取差別化融入路徑,才能回應(yīng)各層級(jí)群體的融入需求。應(yīng)優(yōu)化用工政策,積極推動(dòng)"企業(yè)發(fā)展型"精英移民群體率先融入,大力改善"雇工生存型"工人階級(jí)群體的待遇及福祉。同時(shí),采取社區(qū)融入策略,帶動(dòng)"自雇發(fā)展型""社區(qū)流動(dòng)型"移民融入城市居住社區(qū)。特別是要依據(jù)社會(huì)關(guān)照原則,通過(guò)"返鄉(xiāng)安置"策略推動(dòng)"社區(qū)流動(dòng)型"貧弱移民群體返回家鄉(xiāng)。以賦權(quán)和增利為核心的"賦權(quán)式融入",是暢通"層級(jí)流動(dòng)"與"城鄉(xiāng)流動(dòng)",帶動(dòng)四大層級(jí)移民群體融入城市的根本途徑。
[Abstract]:In recent years, with the widening of income gap, the social differentiation of rural-urban immigrant groups is intensifying. The data analysis shows that the current immigrant groups have been divided into "enterprise development", "self-employment development", "employment survival" and "community mobility". Only by adopting differential integration path can policy design respond to the integration needs of all levels of groups. It is necessary to optimize the employment policy, actively promote the integration of the "enterprise development" elite immigrant group, and vigorously improve the treatment and welfare of the "employee survival" working class group. At the same time, the strategy of community integration is adopted to promote the integration of self-employed and mobile immigrants into the urban residential communities. In particular, according to the principle of social care, the strategy of "returning home resettlement" should be adopted to promote the "community mobility" poor and weak immigrant groups to return to their hometown. "empowering integration" with empowerment and increasing profits as the core is the fundamental way to smooth "hierarchical flow" and "urban and rural mobility" and to promote the integration of the four levels of immigrant groups into the city.
