【摘要】：當(dāng)前,我國正在探索利用市場機(jī)制優(yōu)化政府養(yǎng)老服務(wù)職能,鼓勵和引導(dǎo)各種社會力量承接政府剝離的養(yǎng)老服務(wù)供給職能。從養(yǎng)老服務(wù)供給側(cè)著手,將社會企業(yè)作為承接政府養(yǎng)老服務(wù)供給的主力軍,有助于緩解政府養(yǎng)老壓力,滿足多元化養(yǎng)老需求。研究發(fā)現(xiàn),澳大利亞社會企業(yè)承接政府養(yǎng)老服務(wù)供給有著一套比較完善的運(yùn)行機(jī)制。中國政府可以借鑒將扶植社會企業(yè)發(fā)展作為政府轉(zhuǎn)移養(yǎng)老服務(wù)供給職能的主力軍。具體做法包括從法律層面認(rèn)同社會企業(yè)身份、出臺鼓勵社會企業(yè)參與養(yǎng)老服務(wù)的優(yōu)惠政策、加大對社會企業(yè)的宣傳、增強(qiáng)公眾對社會企業(yè)參與養(yǎng)老服務(wù)的認(rèn)知。
[Abstract]:At present, our country is exploring the use of market mechanism to optimize the government pension service function, encourage and guide various social forces to undertake the government stripping of pension service supply function. Taking the social enterprises as the main force to undertake the government pension service supply from the supply side of the old-age service will help to alleviate the pressure on the government to provide for the aged and to meet the diversified demand for the aged. The research found that Australian social enterprises to undertake government pension service supply has a set of relatively perfect operation mechanism. The Chinese government can draw lessons from the development of social enterprises as the main force for government to transfer the function of providing old-age services. The specific measures include identifying the status of social enterprises from the legal level, introducing preferential policies to encourage social enterprises to participate in pension services, increasing the publicity of social enterprises, and enhancing the public's understanding of social enterprises' participation in pension services.
