【摘要】：統(tǒng)計(jì)數(shù)據(jù)作為公共產(chǎn)品，其質(zhì)量是統(tǒng)計(jì)工作的生命。統(tǒng)計(jì)的地位和作用日益重要，社會(huì)經(jīng)濟(jì)活動(dòng)對統(tǒng)計(jì)數(shù)據(jù)的質(zhì)量要求隨之增高，與此同時(shí)，確保統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的難度也隨之增大。近年來，圍繞統(tǒng)計(jì)數(shù)據(jù)質(zhì)量提高，我國采取了不少措施，應(yīng)該說取得了一定的效果，但是，我國的一些官方統(tǒng)計(jì)數(shù)據(jù)也常常受到國內(nèi)外媒體和一些學(xué)者的質(zhì)疑。這些質(zhì)疑集中體現(xiàn)為以下兩個(gè)方面：一是不協(xié)調(diào)，即官方公布的數(shù)據(jù)相互之間存在矛盾；二是不相符，即官方公布的統(tǒng)計(jì)數(shù)據(jù)與人們的感覺有較大差異。為了使我國統(tǒng)計(jì)進(jìn)一步與國際接軌，同時(shí)更好地滿足社會(huì)各界對統(tǒng)計(jì)數(shù)據(jù)的需求，有必要對我國統(tǒng)計(jì)數(shù)據(jù)質(zhì)量及其管理進(jìn)行系統(tǒng)深入的研究。 本文首先從統(tǒng)計(jì)數(shù)據(jù)及質(zhì)量的涵義出發(fā)，說明了建立政府統(tǒng)計(jì)數(shù)據(jù)質(zhì)量評價(jià)體系的必要性；進(jìn)而介紹歐洲統(tǒng)計(jì)系統(tǒng)（簡稱ESS）的組成及其主要內(nèi)容，對該管理體系內(nèi)各工具分別進(jìn)行細(xì)致的分析,整理出該體系的構(gòu)建思路；然后參考ESS的統(tǒng)計(jì)數(shù)據(jù)評估框架，并結(jié)合科學(xué)的評價(jià)指標(biāo)設(shè)計(jì)原則，，構(gòu)建了具體的政府統(tǒng)計(jì)數(shù)據(jù)質(zhì)量評價(jià)指標(biāo)體系，并結(jié)合層次分析法給出政府統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的模糊綜合評價(jià)方法，對所構(gòu)建的政府統(tǒng)計(jì)數(shù)據(jù)質(zhì)量評估指標(biāo)體系進(jìn)行綜合評估；最后，根據(jù)理論與實(shí)證研究結(jié)論，并結(jié)合中國政府的其他實(shí)際情況，從推進(jìn)中國政府統(tǒng)計(jì)國際接軌以及推進(jìn)中國政府統(tǒng)計(jì)改革等兩個(gè)方面提出了提高中國政府統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的對策建議。
[Abstract]:Statistical data as a public product, its quality is the life of statistical work. The status and function of statistics are becoming more and more important, and the demands of social economic activities on the quality of statistical data are increasing. At the same time, it is more difficult to ensure the quality of statistical data. In recent years, China has taken a lot of measures to improve the quality of statistical data, which should be said to have achieved certain results. However, some official statistics of our country are often questioned by domestic and foreign media and some scholars. These doubts are reflected in the following two aspects: one is incongruity, that is, there are contradictions between the official published data and the other is inconsistent, that is, there is a great difference between the official published statistics and people's feelings. In order to make the statistics of our country more in line with the international standards, and at the same time to better meet the needs of all walks of life for the statistical data, it is necessary to make a systematic and in-depth study on the quality and management of the statistical data in our country. Starting from the meaning of statistical data and quality, this paper explains the necessity of establishing a quality evaluation system for government statistical data, and then introduces the composition and main contents of the European Statistical system (ESS). Detailed analysis of the tools in the management system, sorting out the system's construction ideas, and then referring to the ESS statistical data evaluation framework, and combining with the scientific evaluation index design principles, The concrete evaluation index system of government statistical data quality is constructed, and the fuzzy comprehensive evaluation method of government statistical data quality is given based on AHP, and the evaluation index system of government statistical data quality is evaluated synthetically. Finally, according to the theoretical and empirical research conclusions, and combined with the other actual situation of the Chinese government, This paper puts forward countermeasures and suggestions to improve the quality of Chinese government statistics data from two aspects: to promote the international integration of Chinese government statistics and to promote the reform of Chinese government statistics.
