【摘要】：本文將鄉(xiāng)村建設(shè)運(yùn)動(dòng)置于民初政治制度變遷的大背景下進(jìn)行考察,指出這一運(yùn)動(dòng)的性質(zhì)在于,由知識(shí)分子推動(dòng)的以抽象政治為出發(fā)點(diǎn)的制度改革向以民情經(jīng)驗(yàn)為基礎(chǔ)的社會(huì)治理轉(zhuǎn)型。如何塑造能夠支撐共和政治的社會(huì)與公民基礎(chǔ),成為鄉(xiāng)村建設(shè)運(yùn)動(dòng)的主要任務(wù);而這一目標(biāo)也構(gòu)成清河試驗(yàn)圍繞"區(qū)域"理論而展開(kāi)的社會(huì)治理實(shí)踐的基本前提。早期燕京學(xué)派學(xué)者界定了以"市鎮(zhèn)"為中心的自然社會(huì)的邊界,并以"鄉(xiāng)約"為底本構(gòu)建了適應(yīng)于中國(guó)歷史民情特點(diǎn)的社會(huì)組織原則;同時(shí),他們進(jìn)一步將這一原則應(yīng)用于清河試驗(yàn)區(qū)的組織建設(shè)中去,通過(guò)推動(dòng)運(yùn)銷(xiāo)合作社、地方新聞業(yè)等社會(huì)事業(yè),初步探索了中國(guó)社會(huì)地方自治的可行形態(tài)。
[Abstract]:This paper puts the rural construction movement under the background of the political system change in the early Republic of China, and points out that the nature of the movement lies in: The system reform based on abstract politics promoted by intellectuals is transformed into social governance based on the experience of the people. How to shape the social and civic foundation that can support Republican politics has become the main task of the rural construction movement, and this goal also constitutes the basic premise of the practice of social governance carried out by the Qing River experiment around the theory of "region". The early Yanjing scholars defined the boundary of the natural society centered on "town", and constructed the social organization principle adapted to the characteristics of Chinese history and people. They further applied this principle to the organization and construction of the Qinghe experimental area, and explored the feasible form of local autonomy in Chinese society by promoting the cooperative of transportation and marketing, local journalism and other social undertakings.
