【摘要】：福利混合經(jīng)濟(jì)和協(xié)同治理為研究老年助餐多元供給提供不同視角,二者的理論邏輯具有共通性。根據(jù)福利混合經(jīng)濟(jì)供給、融資、規(guī)制宏觀分析框架可以建構(gòu)協(xié)同治理政策工具使用、權(quán)力資源交換、共同規(guī)則制定微觀分析框架,進(jìn)而形成老年助餐多元供給網(wǎng)絡(luò)宏觀到微觀的整體分析框架。以上海光明村老年配餐中心為個(gè)案,宏觀分析可以發(fā)現(xiàn):助餐供給主體中,政府、企業(yè)、社區(qū)、老年志愿者責(zé)任邊界分明,政府制度生產(chǎn)能力不足和經(jīng)濟(jì)規(guī)制僵化導(dǎo)致助餐點(diǎn)運(yùn)營出現(xiàn)虧損。微觀分析可以發(fā)現(xiàn):助餐多元供給網(wǎng)絡(luò)的形成源于不同政策工具的有效使用。強(qiáng)制類政策工具與市場類政策工具搭配使用織成助餐多元福利安排生產(chǎn)網(wǎng)絡(luò),自愿類政策工具與信息類政策工具搭配使用織成助餐多元福利執(zhí)行管理網(wǎng)絡(luò)。但政府規(guī)制缺乏共同行動(dòng)規(guī)則使企業(yè)獨(dú)立發(fā)展受限,市場的資源配置效用受損,政府整體協(xié)作治理能力有待增強(qiáng)。
[Abstract]:The mixed economy of welfare and cooperative governance provide different perspectives for the study of the multiple supply of elderly meals, and their theoretical logic is common. According to the welfare mixed economic supply, financing, regulation and macro-analysis framework can construct cooperative governance policy tools, power resource exchange, common rules to establish a micro-analysis framework, And then form a macro-to-micro analysis framework of multi-supply network for elderly meals. Taking Shanghai Guangming Village as a case study, the macro analysis shows that the government, enterprises, community, and elderly volunteers have distinct boundaries of responsibility in the main body of the food supply, the government, the enterprises, the community, and the elderly volunteers. The insufficiency of government system production capacity and the rigidity of economic regulation lead to loss in the operation of food aid. The micro-analysis shows that the formation of multi-supply network of food aid originates from the effective use of different policy tools. The compulsory policy tools and the market policy tools are used to arrange the production network, and the voluntary policy tools and the information policy tools are combined to use the executive management network. However, the lack of common action rules in government regulation limits the independent development of enterprises, impairs the utility of resource allocation in the market, and the government's overall ability of cooperative governance needs to be strengthened.
