【摘要】：隨著我國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展,統(tǒng)計(jì)工作在政府實(shí)施社會(huì)管理的地位越來(lái)越重要,各級(jí)政府對(duì)統(tǒng)計(jì)工作的要求也越來(lái)越高。深圳作為全國(guó)經(jīng)濟(jì)社會(huì)改革的排頭兵,為完善政府統(tǒng)計(jì)工作,制定了《經(jīng)濟(jì)特區(qū)統(tǒng)計(jì)條例》,統(tǒng)計(jì)工作走在全國(guó)的前列。GM區(qū)又是深圳特區(qū)中的一塊“試驗(yàn)田”,加上受本地文化的影響,本土企業(yè)扎根多年,形成了穩(wěn)健、低調(diào)、務(wù)實(shí)的風(fēng)格,怕露富的心理情結(jié)成為影響統(tǒng)計(jì)數(shù)據(jù)真實(shí)性的障礙因素。本文從地方政府的中觀層面來(lái)探討統(tǒng)計(jì)數(shù)據(jù)質(zhì)量管理的問(wèn)題。以GM區(qū)政府統(tǒng)計(jì)數(shù)據(jù)質(zhì)量管理為切入點(diǎn),尤其是結(jié)合GM區(qū)政府統(tǒng)計(jì)調(diào)查對(duì)象多、經(jīng)濟(jì)形態(tài)復(fù)雜、產(chǎn)業(yè)結(jié)構(gòu)多元等特點(diǎn),發(fā)現(xiàn)GM區(qū)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量管理主要存在以下問(wèn)題:統(tǒng)計(jì)管理體制存在弊端;政府績(jī)效考核對(duì)統(tǒng)計(jì)工作存在負(fù)面影響;統(tǒng)計(jì)基層基礎(chǔ)力量薄弱;社會(huì)誠(chéng)信條件缺失等。針對(duì)以上問(wèn)題,以完善GM區(qū)政府統(tǒng)計(jì)數(shù)據(jù)質(zhì)量問(wèn)題為目標(biāo),借鑒國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn)及前人研究成果,提出了以下建議:建立符合GM區(qū)情的數(shù)據(jù)質(zhì)量管理新格局;優(yōu)化GM區(qū)政績(jī)考核評(píng)價(jià)體系;完善部門(mén)統(tǒng)計(jì)數(shù)據(jù)管理;推進(jìn)社會(huì)誠(chéng)信體系建設(shè),切實(shí)提高政府統(tǒng)計(jì)的公信力。
[Abstract]:With the development of social economy in our country, the status of statistical work is becoming more and more important in the implementation of social management by the government, and the demands of governments at all levels for statistical work are becoming higher and higher. As the vanguard of the national economic and social reform, Shenzhen has formulated the "regulations on Statistics of the Special Economic Zone" in order to improve the statistical work of the government. The statistics work is in the forefront of the whole country. The GM district is also a "test field" in the Shenzhen Special Economic Zone. Due to the influence of local culture, local enterprises have taken root for many years and formed a steady, low-key and pragmatic style. This paper discusses the problem of statistical data quality management from the middle level of local government. This paper takes the quality management of government statistics data in GM district as the breakthrough point, especially combining the characteristics of many objects of government statistics survey, complex economic form and diversified industrial structure, etc. It is found that the following problems exist in the quality management of statistical data in GM region: the malpractice of the statistical management system, the negative influence of the government performance appraisal on the statistical work, the weakness of the basic strength of the statistics base, the lack of the social credit condition and so on. Aiming at the above problems, aiming at improving the quality of government statistical data in GM district, referring to the advanced experience at home and abroad and previous research results, this paper puts forward the following suggestions: establishing a new pattern of data quality management in accordance with the situation of GM district; We should optimize the evaluation system of political achievements of GM district, perfect the management of department statistical data, promote the construction of social credit system, and improve the credibility of government statistics.
