【摘要】：宗教慈善組織基于其宗教信仰價值和服務(wù)價值,不同于世俗社會組織和教會團(tuán)體在社會公共服務(wù)領(lǐng)域的作用。宗教慈善組織在保持宗教價值動力的同時按照科層制的組織管理體系進(jìn)行運(yùn)作,實(shí)現(xiàn)組織發(fā)展的專業(yè)化�；浇檀壬平M織在參與多樣化的公益服務(wù)和救助中,體現(xiàn)了自身的非營利性和志愿性。然而目前中國還沒有在國家層面建立起適合宗教發(fā)展的制度。伴隨政府對慈善組織的重視和政策的不斷完善,尤其是政府日益重視宗教在社會公共領(lǐng)域中的作用,基督教慈善組織將會發(fā)揮更大作用。因此,本文將基于政策分析的模型分析基督教慈善組織的發(fā)展,找出影響政策執(zhí)行的因素并提出相應(yīng)的政策建議�；谝陨纤伎�,本文選取符合基督教慈善組織定義的X智障中心、基督教兩會下設(shè)的養(yǎng)老院以及相關(guān)人員進(jìn)行實(shí)地調(diào)研和訪談,掌握了濟(jì)南基督教慈善組織發(fā)展的現(xiàn)狀,具體分析了政策對組織發(fā)展因素的影響,并在借鑒香港先進(jìn)經(jīng)驗(yàn)的同時從宏觀和微觀等不同的角度提出對策性的建議。本文的主要結(jié)構(gòu):導(dǎo)論部分介紹了研究的背景、問題和意義;研究思路和方法;理論視角、概念界定和文獻(xiàn)綜述;第二部分介紹了基督教慈善組織身份準(zhǔn)入和組織結(jié)構(gòu)的政策分析和執(zhí)行情況;緊接著探討了基督教慈善組織財務(wù)和稅收的政策監(jiān)管和執(zhí)行;第四部分在政策分析框架內(nèi)探討基督教慈善組織服務(wù)管理。第六部分在借鑒第五章香港慈善組織經(jīng)驗(yàn)的基礎(chǔ)上提出了政策建議。本文通過對政策執(zhí)行的過程分析得出,政策本身具有內(nèi)在限制性、政策對接不到位、政策框架豐富但落地難的現(xiàn)狀以及配套政策和機(jī)構(gòu)不健全等問題。因此,政策的改進(jìn)過程需要明確界定管理的邊界和范圍,在資金、技術(shù)、人員和服務(wù)的專業(yè)性上提供政策支持。通過培育全民慈善意識,塑造慈善氛圍。今后政府應(yīng)該在立足于本土環(huán)境的基礎(chǔ)上去除身份障礙和制度障礙方面發(fā)揮主導(dǎo)因素,為基督教慈善組織的發(fā)展提供公平健康的生存土壤。
[Abstract]:Religious charitable organizations are different from secular social organizations and church groups in the field of public service based on their religious belief and service value. While maintaining the motive force of religious value, religious charitable organizations operate according to the organization management system of hierarchy system, and realize the specialization of organization development. Christian charitable organizations in participating in a variety of public service and relief, reflected their non-profit and voluntary. However, China has not yet established a system suitable for religious development at the national level. With the attention of the government to charity organizations and the continuous improvement of policies, especially the government pay more attention to the role of religion in the social public domain, Christian charitable organizations will play a greater role. Therefore, based on the model of policy analysis, this paper analyzes the development of Christian charitable organizations, finds out the factors that affect the implementation of policies and puts forward corresponding policy recommendations. Based on the above thinking, this paper selects X Center for intellectual retardation, a nursing home and related personnel under the definition of Christian charity organization to conduct field research and interviews, and grasps the status quo of the development of Jinan Christian charity organization. This paper analyzes the influence of policy on organizational development, and puts forward some suggestions from macro and micro perspectives while learning from Hong Kong's advanced experience. The main structure of this paper: the introduction part introduces the background, problems and significance of the research, research ideas and methods, theoretical perspective, concept definition and literature review; The second part introduces the policy analysis and implementation of Christian charitable organization identity access and organization structure, and then discusses the policy supervision and implementation of Christian charitable organization finance and taxation. The fourth part discusses the service management of Christian charitable organizations within the framework of policy analysis. The sixth part puts forward policy recommendations on the basis of drawing lessons from the fifth chapter of Hong Kong Charitable organizations. Through the analysis of the process of policy implementation, this paper concludes that the policy itself is inherently restrictive, the policy docking is not in place, the policy framework is rich but difficult to land, and the supporting policies and institutions are not perfect. Therefore, the process of policy improvement needs to clearly define the boundaries and scope of management and provide policy support in terms of financial, technical, personnel and service professionalism. By cultivating the sense of charity of the whole people, shaping the atmosphere of charity. In the future, the government should remove identity barriers and institutional barriers on the basis of local environment, and provide a fair and healthy survival soil for the development of Christian charitable organizations.
