【摘要】：失足青少年既是受害者,又是危害者,給社會(huì)、家庭和自身都造成很大的傷害。青少年是祖國(guó)的未來(lái),民族的希望。"請(qǐng)將‘失足青少年提案'帶到兩會(huì)去"是2012~2013年全國(guó)"兩會(huì)"期間一個(gè)備受老百姓關(guān)注的熱門(mén)話(huà)題。黨的十八大報(bào)告特別強(qiáng)調(diào)指出:"保障婦女兒童合法權(quán)益","讓每一個(gè)孩子都能成為有用之才"�！�1〕失足青年是值得特別關(guān)愛(ài)的特殊群體,且失足青少年合法權(quán)益,是值得特別維護(hù)的特殊權(quán)益。本文對(duì)失足青少年合法權(quán)益的內(nèi)容和受損表現(xiàn)以及根源和對(duì)策思路,進(jìn)行了系統(tǒng)性的分析研究。
